Job Description

Palladium is looking for evaluation manager with experience of leading the management of evaluation assignments to be based in the London office.

This role will sit within the Research, Monitoring & Evaluation (RME) team in London. This position will focus on leading the identification, assessment and pursuit of new business opportunities from the DFID Global Evaluation Framework Agreement (GEFA) and management of successful evaluation projects. This role will require support to business development, project management and technical expertise. The primary responsibilities of the Evaluation Manager, include

Business Development:

  • Support and/ or manage the assessment and pursuit of new business opportunities associated with the DFID GEFA, specifically in performance and impact evaluations, contributing to the analysis of our prospects for winning opportunities;
  • Support and/ or manage the development of new and maintenance of existing client relationships through interactions with clients at a technical level during the business development cycle, particularly Palladium's GEFA consortium partners;
  • Contribute to and/ or manage the development of technical and financial proposals for GEFA evaluation proposals;
  • Contribute to and/ or manage partners and expert team selection and pre-bid negotiations;
  • Support and/ or manage post-submittal follow up with clients; and
  • Assume management responsibility for these tasks when delegated to do so.

Providing Technical Input/Sector Expertise:

  • Provide technical inputs related to evaluation for the planning, design, and delivery of evaluation assignments;
  • Lead or provide short-term technical inputs into the design and delivery of specific evaluation assignments;
  • Provide support to monitor and quality assure Palladium's services;
  • Contribute to research, analysis and publication of design methodologies and tools, case studies and evaluation approaches;
  • Identify, build and maintain relationships with consultants and partners who can provide technical expertise;
  • Work with the RME Deputy Director to promote and build Palladium's technical capability;
  • Help evaluation teams develop and articulate the theory of change or development hypotheses and specification of a core set of Evaluation Questions as well as provide other methodological inputs at the design stage;
  • Design/conduct baseline studies, including large scale surveys, qualitative data collection, etc;
  • Support the design of quasi-experimental evaluation designs or fully randomized research trials; and
  • Conduct data quality assessments.

Project Management:

  • Interface with clients and other project stakeholders to design, implement, review and quality assure and report on evaluations as needed and requested;
  • Provide support to evaluation work planning, budgeting, progress and financial reporting;
  • Provide technical support to evaluations at all stages;
  • Support Project Directors in the programme performance management;
  • Liaise with and manage partner organisations on the contractually compliant delivery of agreed inputs and achievement of agreed outputs and outcomes;
  • Identify project performance and contract issues and support their timely resolution;
  • Keep abreast of political, social, economic and security developments in project countries and regions; and
  • Assume management responsibility for these tasks when delegated to do so.

Minimum education and experience required

  • Advanced degree in a relevant discipline. A combination of additional experience and a first degree may exceptionally be considered in place of an advanced degree
  • Minimum of 8 years relevant work experience in the evaluation of international development assistance, preferably impact and/or performance evaluations.
  • Minimum of 4 years of technical monitoring, evaluation and research experience that includes designing, implementing and managing field-based research and monitoring and evaluation systems in a development country setting
  • Minimum of 4 years of experience working in a developing country or in a project based environment
  • Proven track record in commissioning, designing and delivering evaluation services.
  • Proven project management experience
  • Experience leading successful bid processes would be an advantage.

Key competencies and professional expertise required

  • Technical expertise and experience in performance and impact evaluation, including design, delivery, quality assurance and reporting.
  • Expertise in data collection and analysis, including large quantitative surveys, as well as conduct of data quality assessments.
  • Excellent written and verbal communication skills in English
  • Strong technical writing and presentation skills
  • Ability to conceptualize and write a bid proposal or project report
  • Sound business development and client relationship management skills
  • Experience leading and managing teams
  • Sound problem solving analysis and decision making skills
  • Willingness to travel and work abroad including in developing countries
  • Fluency in other languages an advantage
