To assist in planning, monitoring and evaluation activities, administrative and programmatic support relating to the operations of the WHO Country Office in the Maldives and the implementation of its country programmes.
Description Of Duties:
Under the overall supervision of the WR-MAV, and with direct reporting to National Professional Officer (Planning & Program Management) and working as team player, the incumbent will perform the following:
  • Provide support in planning, monitoring and evaluation of WCO Maldives programme budget and work plans in accordance with the Country Cooperation Strategy, WHO rules and regulations, and the organization's as well as national health policies and procedures;
  • Assist in monitoring the implementation of GoM/WHO collaborative project/programme activities, including collection and analysis of implementation data from GSM and in preparation of presentations as and when required;
  • Maintain a tracking system for technical and financial reporting requirements and assist in mid-year; end of year and end of biennium reporting
  • Provide administrative support to the planning, monitoring and evaluation unit, including organizing meeting, facilitating missions from visiting consultants and WHO Staff, organizing training programmes, workshops and seminar preparing letters; memorandums, filing of relevant materials and correspondence, etc.
  • Assist in consolidating data for budget presentation and provide regular overviews of the financial implementation status for analyzing actual results and forecasting.
  • Assist in spot-checking and monitoring WHO assisted projects in collaboration with respective NPOs and Programme Assistants and ensure uploading of the assurance documents.
  • Work in close coordination with concerned units in SEARO, especially PPC on matters related WCO Maldives programme budget formulation, implementation, monitoring and evaluation issues.
  • Prepare contracts for consultants, Agreement for Performance (APW), Direct Financial Cooperation (DFC) and General External Services (GES); record receipt of deliverables and initiate and monitor payments. Follow up with the Ministry of Health, concerned departments, follow up on relevant issues including submission of reports, statements etc.;
  • Initiate requisition of supplier creation, goods procurement and record receipt of deliverables;
  • Undertake any other assignment as assigned by the supervisors.
Required Qualifications:
  • Essential: Secondary school education
  • Desirable: Training/certificate in programme planning, Monitoring & Evaluation, accounting practices, etc. University degree is an asset
  • Essential: At least five (5) years' work experience
  • Desirable: Experience in WHO or in another UN/International organization would be an advantage.
  • Thorough knowledge of modern office procedures and practices.
  • The incumbent keeps abreast of changes taking place in the Organization in procedures and practices, rules and regulations, organizational structure etc.
  • Ability to draft standard correspondence.
  • Ability to handle work in a timely and accurate manner with tact and discretion, as required.
  • Ability to maintain and update knowledge in the use of office technology through in-house courses, on-the-job training and/or self-training
Use of Language Skills:
  • Essential: Expert knowledge of English. Intermediate knowledge of Dhivehi.
