Job Description

Chemonics seeks an HIV Supply Chain Analyst for the USAID Global Health Supply Chain Program – Procurement Supply Management project (GHSC-PSM) based in Arlington, VA. The Analyst supports the HIV/AIDS Task Order 1 (TO1) team for the Global Health Supply Chain Program – Procurement Supply Management project (GHSC-PSM) on facility level stock and patient data in PEPFAR supported countries. Using triangulation techniques, the Analyst is responsible for the analysis of facility level datasets and Monitoring, Evaluation and Research (MER) datasets in order to provide an understanding of the end to end commodity landscape. The Analyst conducts complex analyses and provides technical leadership related to triangulation of facility level stock and patient data, including MER data, as well as contributing to public health outcome and health system outcome analyses. The Analyst contributes to GHSC-PSM reports, presentations, and other data dissemination products. Provides technical leadership to programmers and analysts on data collection, process, and analysis, as well as tool development. Establishes and improves data processing protocols. Acts as the lead representative on the USAID Data Analyst TWG. Coordinates with the Public Health Analyst on specific projects. Responsibilities include:

  • Lead analyses that involve the triangulation of supply chain, HIV program, facility, and patient data to support HIV/AIDS programming at the headquarters and national levels
  • Ensure adherence to high standards of data quality and data analysis for all datasets maintained and analyzed by the  team
  • Contribute to public health outcome and health system outcome analyses using HIV/AIDS supply chain, HIV program, facility, and patient data
  • Contribute to TO1 End to End Data Visibility by supporting data use strategies, overseeing the production of data visualization tools, and documenting lessons learned in reports, presentations, and other information products
  • Coordinate with other GHSC-PSM data teams in order to support information system efficiency
  • Review and provide recommendations for key deliverables including commodity surveillance, country work plans, and procurement challenges related to HIV supply chain management
  • Support communications with USAID/Washington, USAID/Missions and GHSC-PSM field offices concerning the development and continuous improvement of data management, analysis and use
  • Support technical forums focused on public health outcomes analysis, health system outcome analysis and data triangulation
  • Maintain knowledge in own discipline and expand professional and technical knowledge through training, workshops, reviewing publications, and attending professional conferences
  • Respond to ad hoc requests from Field Offices, USAID/Washington and USAID/Missions
  • Provide ad hoc support to the Deputy TO1 Director and USAID TO1 team members upon request
  • Perform other duties and responsibilities as required

Qualifications:

  • Bachelors’ degree required; master’s degree or PhD preferred
  • Minimum of three years of data analysis experience required
  • Experience in PEPFAR MER data management preferred
  • Experience in supply chain required 
  • Proficiency in descriptive and inferential statistics required
  • Experience managing large data sets strongly preferred
  • Experience in research design and publication preferred
  • Proficiency in Microsoft Office applications (especially Excel skills) required
  • Python, Tableau, R, STATA, SAS, SPSS or other data management, analysis and visualization software preferred
  • Demonstrated ability to communicate clearly and concisely orally through presentations or in writing
  • Willingness to travel and work abroad a minimum of four to eight weeks per year; experience living or working in developing countries preferred
  • Demonstrated ability to follow standard practices and procedures, receive general instruction and supervision on work progress, and make significant contribution to end results
  • Ability to work independently and as part of a team
  • Demonstrated resourcefulness in problem-solving and initiative to learn new skills
  • Experience supervising or mentoring employees preferred
  • Demonstrated leadership, versatility and integrity
  • Proficiency in English and one other language strongly preferred
