Job Description

Under the guidance and supervision of the Project Coordinator, the Field Specialist of the UNDP-GEF Project Conservation of Globally Important Biodiversity and Associated Land and Forest Resources of the Western Tien Shan to Support Sustainable Livelihoods will be responsible for the implementation of relevant project activities at the local level under the Component 2 - Resilience of ecosystems and habitats in Western Tien Shan, regulation of land use and forest management in buffer zones and support of sustainable livelihoods.

DUTIES AND RESPONSIBILITIES

  • Provide regular consultative and advisory support to beneficiaries;
  • Ensure regular needs assessment and conduct relevant training and consultations for target beneficiaries;
  • Regularly conduct monitoring of processes developments at grassroots level;
  • Disseminate relevant information among potential audience;
  • Provide input on the development / revision of manuals and guidelines within the program;
  • Facilitate coordination of project activities with all relevant institutions / partner organizations and projects at the field level;
  • Ensure timely submission of all periodic reporting and requested information, feedback or comments to management;
  • Render support to Project Coordinator by:
  • Drafting of terms of references for hiring short-term experts and other contractors as well as in agreeing with local level national partners;
  • Organization of field level events on various directions of the project activity;
  • Drafting and preparation of analytical documents for GEF, UNDP and national partners;
  • Coordination of project activities with all relevant institutions / partner organizations and projects at field level including activities on natural regeneration and reforestation; implementation of alternative livelihood program based on needs assessment, Sustainable Forest Management activities;
  • Gathering necessary information from other relevant projects and programs;
  • Cooperation and liaising with local government stakeholders and other partners to ensure proper coordination and partnership in common development efforts;
  • Implement activities on capacity building of local population and communities and local authorities on goals and objectives of the project, as well as recommendations of project experts and other relevant materials;
  • Document all field-based experiences and lessons learned;
  • Undertake regular field visits to Bishkek when and as appropriate.
  • Perform other duties that may be required by UNDP for effective implementation of the Project activities.

Functional responsibilities:

  • Organization of events in various areas of the project;
  • Development and preparation of analytical documents for the GEF, UNDP and national partners;
  • Coordination of project activities with all relevant institutions / partner organizations and projects, including natural regeneration and reforestation activities, implementation;
  • an alternative income generating activity program for the local community based on needs assessment, activities in the field of sustainable forest management;
  • Collecting the necessary information about other projects and programs in this area;
  • Collaborate and engage with stakeholders and other partners to ensure proper coordination and partnership and synergies for development;
  • Carry out activities to develop the capacity of local people, communities and local authorities in relation to the goals and objectives of the project, as well as the recommendation of the project experts and other relevant materials;
  • Properly document all field experiences and lessons learned;
  • As necessary, conduct regular visits to Bishkek and regions;
  • Carry out other responsibilities that UNDP may require to effectively carry out project activities.

REQUIRED SKILLS AND EXPERIENCE

Education:

  • Bachelor's degree in social or natural sciences, or other related field.

Experience:

  • At least 3 years of relevant work experience, preferably in natural resources management and environment protection;
  • Good understanding of the situation in the sphere of environment protection and protected areas;
  • Work experience connected with capacity building of local communities and implementation of grant activities will be an asset;
  • Experience of working with international organizations, high-level government officials representing central government bodies and local administrations;
  • Experience in preparing and holding trainings; drawing up documents analytical;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.)

Skills:

  • General understanding of the major Program issues;
  • Understanding of functioning of the institutional structures of KR in the respective field.
  • Language Requirements:
  • Fluency in Kyrgyz and Russian.
  • Working knowledge of English will be an asset.
  • Qualification requirements

Education:

  • A bachelor's degree in social or natural sciences, or other related field.

Experience:

  • At least 3 years of relevant work experience, preferably in the field of natural resource management and environmental protection;
  • Good understanding of the situation in the field of environmental protection and protected areas;
  • Work experience related to capacity building of local communities and implementation of grant activities will be an advantage;
  • Experience in working with international organizations, government agencies, representatives of central authorities and local administrations;
  • Experience in preparing and conducting trainings; preparation of analytical documents;
  • Experience in using computer equipment and office software packages (MS Word, Excel, etc.)

Skills:

  • A general understanding of key programming issues;
  • Understanding of the functioning of the institutional structures of the Kyrgyz Republic in the relevant area.
  • Requirements for knowledge of languages:
  • Fluency in Kyrgyz and Russian languages.
  • Working English will be an advantage.
