Skill Required: Accounts and Finance

The Finance Analyst works closely with the core BMS team, finance experts in WHO HQ, country offices and end users and other stakeholders, to implement regional BMS activities for Finance management during the Architect, Configure & Prototype, Test, Deployment and post- roll-out stages of the BMS Programme. Specifically, s/he will:

  • Participate in process optimization discussions.
  • Assess system blueprints against business needs. Perform business systems and workflow analysis.
  • Contribute to the design and prototype of the Finance modules, development of test scenarios.
  • Focal point for troubleshooting of ERP transactions or escalating if necessary to the core BMS team during BMS phased roll-out.
  • Facilitate data collection and feedback from users in the region to provide necessary input for the development and/or improvement of finance modules as needed.
  • In close collaboration with the Regional Budget and Finance Officer, review established regional business processes and complementary systems in place for Finance management and conduct business process and workflow analysis to make recommendations for adaptation, scaling back or to make redundant following BMS rollout in line with the new ERP system functionalities.
  • Identify opportunities for operational improvements for ongoing simplification of processes in the region. Work on recommendations for Finance process simplification based on consultation with stakeholders.
  • Develop and revise standard operating procedures related to Finance management.
  • Provide training to specific groups of end users, using user-guides, training materials and curricula developed by HQ.
  • Engage with Regional networks (Executive Associates, Regional Administrative Officers and Programme Management Officers) periodically to share progress and seek engagement and represent BMS.

Required Qualifications:
Education
Essential:

  • A first-level university degree in Accounting or Finance, Business Administration, Information Technology or in another related field.

Experience:
Essential:

  • At least 5 years of relevant and broad experience in multiple areas of Finance (e.g. Accounts Payable, Accounts Receivable, Financial Statement preparation, balance sheet management, Grants Management, Treasury etc.) including at least 3 years at international level.
  • Documented experience working with or developing and implementing ERP systems, preferably Workday and/or One Network.
  • Some experience in translating user requirements into business requirements for technology implementation purposes.
  • Experience in optimizing and/or designing and documenting business processes.
  • Experience working within a team environment within and/or across business functions.

Skills:

  • Knowledge of public sector budgeting, accounting concepts, principles, frameworks, standards, reguIations, policies and ability to apply this to business situations.
  • Knowledge of IPSAS or IFRS.
  • Knowledge of business process engineering required to innovate, design, change and implement new business processes, policies and procedures, and technological solutions.
  • Analysis skills, with aptitude/sound judgment for creative problem solving, and ability to assess a problem and determine an effective course of action.
  • Experience soliciting, gathering, and analyzing user input and requirements.
  • Strong interpersonal skills to work with people across the Organization, ability to instill confidence, negotiate, and implement change.

Language Skills:
Essential:

  • Expert knowledge of English.
