Job Description

Duties and Responsibilities
 
1. Management of Support Team

  • Manage administrative support to GSSC teams and coordinate ICT staff with OIST
  • Ensure GSSC teams are in optimal work conditions with adequate materials, respecting UNDP standards and local rules
  • Coordinate with Local CO to optimize local support

2. Integration of New Customers

  • Liaise with HQ program managers to coordinate the clustering/integration planning
  • Prepare Service Agreements and necessary indicators for the future clients
  • Prepare standard planning and check lists to integrate new GSSC clients
  • Interact with clients to ensure they follow preparation guidelines and pass preparation steps
  • Coordinate GSSC teams readiness (resources, tools, files)
  • Coordinate transition and hyper-care periods for the GSSC

3. Monitoring Continuous Improvements

  • Ensure documentation (SOPs, training kits) are in place and updated, in coordination with the Supervisors, propose changes.
  • Monitor process performance and regular improvements
  • Ensure methods and tools, like Six Sigma, are in place and used by Teams to improve processes
  • Train teams regularly on GSSC methods and tools
  • Ensure knowledge, best practices and ideas are shared
  • Monitors that process integration is maintained and alert Deputy head and Global Process Owners when necessary to maintain the overall efficiency of Financial processes
  • Liaise with HQ program managers to ensure processes are managed consistently with COs and HQ processes, and that GSSC is contributing actively to UNDP achievements

4. Monitoring Business Process reengineering and implementation of new tools

  • Monitors project preparation (coordination with other entities, coordination with OIST for IT projects, Return On Investment (ROI) calculation, planning, resources)
  • Monitor projects with Team leads
  • Ensure methods and tools, like Six Sigma, are in place and used by Teams to reengineer processes and implement projects successfully.
  • Train teams regularly on GSSC methods and tools
  • Ensure knowledge, best practices and ideas are shared
  • Monitors costs, planning, implementation and alert Deputy head and Global Process Owners when necessary to maintain the overall efficiency of Financial processes
  • Ensure lessons are learned, shared and documented from each project to improve next projects
  • Manage change among GSSC staff

5. Managing Service Agreements, Performance indicators and dashboards

  • Support the documentation and sharing of Service Agreements, as well as the development of organizational performance indicators
  • Ensure dashboards are in place to track indicators accurately, consistently and on time
  • Communicate with GSSC clients on performance achieved and evolutions expected Prepare corporate and external communications on GSSC performance

Education:

  • Advanced (Master’s) University Degree in Finance, Accounting, Business Administration, or a relevant discipline or a professional accounting qualification certificate from an internationally recognized institute of accountancy. 
  • Those with professional accounting qualification certificate from an internationally recognized institute of accountancy will have a distinct advantage.
  • Long-listed candidates will be required to undergo the UNDP Advanced Accountancy & Finance Test.

Experience:

  • Minimum 2 years of relevant experience in treasury and/or financial accounting, with project management experience. 
  • Experience of IPSAS and/or IFRS is required for external candidates.

Language requirements:

  • Fluency in the UN and national language of the duty station.

Other:

  • Experience with ERP financials (preferably PeopleSoft) desirable.
  • Experience in the usage of computers and office software packages (MS Office, sharepoint) and advanced knowledge of spread sheet and database packages, experience in handling of web-based collaboration tools.
