Under the supervision of the Operations Manager, the Finance and Accounts Associate supports the overall and smooth functioning of the Operations section. 

The Finance and Accounts Associate will be responsible for providing a variety of specialized tasks in finance and accounting functions, ensuring accurate and timely delivery that is in compliance with UNICEF financial and accounting rules and regulations, whilst demonstrating the capacity to research, adapt and evaluate irregular cases, and also to recommend improvements to process delivery and design.

Within the delegated authority and the given organizational set-up, the incumbent may be accountable for all or assigned areas of the following major duties:

  • Responsible for the maintenance of financial records and monitoring systems to record and reconcile expenditures, balances, payments, statements and other data for day-to-day transactions and reports and reconciling data for recurring or special reports.
  • Checks invoices, bills and other financial documents relevant to programme and operational activities including liquidation of DCT payments to counterparts. Ensures compliance with internal control panel and table of authority. Advise units of discrepancies and assist to resolve differences in their records.
  • Initiates implementation and monitoring of the HACT assurance plan; follows up and stays abreast on the latest policy and procedure developments and provides support to the Operations Manager in preparing and organizing orientation sessions for programme colleagues and implementing partners as required; engage in assurance activities as required.
  • Maintains contacts with the local bank to properly control and operate Bank accounts, reconciles bank statements in Vision in timely manner and ensures daily liquidity of UNICEF accounts by submitting regular replenishments. Completes closures and reconciliations of UNICEF local accounts timely and accurately. Assists in processing Year-end closure of accounts according to instructions.
  • Processes and records payroll related allowances, over time and other payroll related deductions/payments to staff members. Submitting and maintaining payroll related Cost distributions for all staff.
  • Acts as Finance Local Focal Point for the office and interact with the Global Shared Service Center (GSSC) on regular basis by submitting invoices for payment, as well as other general accounting and finance requests through Service Gateway;
  • Assists the Operations Manager in reviewing and monitoring of the integrated budget, as required. Prepares and updates financial monitoring reports, analyses and expenditures tables on programme budget implementation on regular basis

To qualify as an advocate for every child you will have…

  • Secondary Education is required for the post; a University degree or specialized training in the area will be considered an asset. Hands-on experience in working with SAP ERP application as well as prior experience in HACT framework and partnership cooperation, is highly desirable.
  • Six years of progressively responsible professional work experience in finance, accounts, partnership cooperation and budget monitoring.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English and in the local languages of the duty station is required Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
