Job Description


  • Ensuring that all financial transactions are appropriately recorded in accordance with GAAP and VWB/VSF policies
  • Ensure the ongoing maintenance of VWB/VSF’s general ledger, including the completion of monthly, quarterly and annual period end close procedures
  • Contributing to the overall financial management of the VWB/VSF Office by ensuring the security and accountability of the organization’s financial program
  • Fulfilling the appropriate legal and regulatory obligations and requirements in Canada - such as Canada Revenue Agency requirements for NPO organizations, GST/HST rebate and Industry Canada registration
  • Providing ongoing review and implementation of improvements to financial controls, systems and policies and procedures in the office and also to field offices
  • Lead the effective development, management and monitoring of an annual department budget with timely and appropriate performance-to-budget analysis
  • Maintaining grant compliance in line with donor contractual obligations and requirement and lead on preparation of donor financial reports to ensure full compliance with donor requirement (GAC, EU, USAID, etc.)
  • Supporting the VWB/VSF project team by overseeing expenditures in the project work plan budget
  • Responsible for the management of contract templates ensuring that VWB/VSF contracts content are within the guidelines of the organization and those of the donors
  • Purchasing office equipment and services in compliance with VWB/VSF procurement policies
  • Ensure all financial and administrative matters relating to VWB/VSF activities are processed effectively and in a timely manner
  • Undertaking specific additional responsibilities from time-to-time, as may be agreed upon with the Executive Director
  • Responsible to ensure that both In-Kind and cash contribution requirements for VWB/VSF contracts are properly tracked and reported
  • Ensure that all year end procedures and processes are completed for the preparation of VWB/VSF ‘s financial statements including the preparation of all lead schedules (deferred revenue, receivables, payroll reconciliation) leading to the preparation of the draft financial statement
  • Support GAC requested audits to ensure that auditors have all required information and documents including G.L. reconciliations to reports, calculation of In-kind and cash requirements
  • Ensure compliance with organizational decisions, policies and procedures within the Finance and Administration Manager’s areas of responsibility



  • BSc/MSc in Accounting &Finance and/or Business Administration or acceptable combination of education, training and/or experience related to job requirements
  • Minimum 10 years progressive experience in a financial/accounting and administrative environment leading to a supervisory role
  • Minimum 3 years in grant management and compliance of major donor funded programs or projects, including GAC, USAID, EU
  • Demonstrated experience in maintaining general ledger and related accounting schedules through a full accounting cycle
  • Demonstrated experience in managing financial and cost accounting responsibilities in a project accounting environment
  • Appreciation of VWB/VSF’s values and aims
  • Demonstrated ability to work independently from remote settings while maintaining strong communications with the team
  • Ability to identify and frame situations and opportunities, and make appropriate decisions with minimal oversight
  • Process and detail orientated on all aspects of the organization’s finances and operations
  • Strong communication and interpersonal skills to work effectively with diverse teams both in the field and at VWB/VSF HQ
  • Experience of staff management and the ability to establish team and individual priorities and work towards specific objectives
  • Strong organisational skills and ability to plan, prioritize and deliver to timelines
  • Strong teamwork skills and the ability to work flexibility for the achievement of team/project objectives
  • Ability to travel locally and to the field offices as needed
  • Ability to work irregular hours occasionally, as needed.


  • Recognized professional designation such as CPA, CMA, CGA or equivalent is preferred
  • Interest and/or knowledge of international development issues
  • Previous experience working with a volunteer sending NGO or INGO
