Job Description

The Finance and Administration Officer will assist the Senior Program Manager ' Crisis Response to oversee, track and report against all financial management and tracking of activities implemented under the Bangladesh C/TIP Project. The Finance and Administration Officer will ensure that all financial transactions and reporting are in compliance with Winrock policies and processes and in compliance with local law. S/he will also be responsible for tasks related to office administration, logistics, and procurement as deemed necessary for activity implementation, roll-out, and support.

Specific responsibilities will include but are not limited to:

  • Manage all financial and accounting aspects of operations;
  • Prepare and process all accounting transactions such as disbursement, cash receipts, journal entries and advances which are in accordance with USAID and Winrock finance and accounting policies and procedures;
  • Prepare monthly program financial reports to B-C/TIP;
  • Maintain bank, cash, and checkbook records;
  • Support relevant sub grantees in the implementation of their activities in accordance with Winrock International and USAID rules and standards;
  • Submit fund requests to B-C/TIP Dhaka office;
  • Review all payments of subcontractors to ensure compliance;
  • Provide administrative, logistical, and procurement support to field-based team, including the establishment of an office, transportation arrangements, and the ongoing operations;
  • Other duties related to logistics and procurement, as assigned by the Senior Program Manager ' Crisis Response


  • Education: Bachelor's level degree required in finance, business administration.

Relevant Experience and Skills:

  • 3-5 years of relevant professional experience in a similar role on a development sector or crisis response program (INGO/UN/USAID preferred)
  • Experience in financial management systems, (i.e. QuickBooks)
  • Familiarity with Microsoft Suite (Excel, Outlook, Word)
  • Experience managing procurement, particularly under USAID regulations;
  • Demonstrated skills in managing project-based logistics
  • Organized, detail-oriented and able to multi-task to meet deadlines;
  • Flexible, self-motivated and able to work with little supervision;
  • Strong interpersonal skills and ability, problem solving, conflict and ethical management skills;
  • Fluency in English and Bangla is required; knowledge of Chittagonian dialect is desired; and
  • Excellent written and oral communication skills.
