The incumbent will report to the Administrative Officer.  The objectives of the Technology Bank are: (a) To strengthen the science, technology and innovation capacity of least developed countries, including the capacity to identify, absorb, develop, integrate and scale up the deployment of technologies and innovations, including indigenous ones, as well as the capacity to address and manage intellectual property rights issues; (b) To promote the development and implementation of national and regional science, technology and innovation strategies; (c) To strengthen partnerships among science, technology and innovation-related public entities and with the private sector; (d) To promote cooperation among all stakeholders involved in science, technology and innovation, including researchers, research institutions and public and private sector entities, within and between least developed countries, as well as with their counterparts in other countries.

Responsibilities

  • Provides support with respect to the review, analyses and preparation of the medium-term plan and its revisions. • Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
  • Assists managers in the elaboration of resource requirements for budget submissions.
  • Undertakes research and provides support to higher level Officers with respect to budget reviews of relevant intergovernmental and expert bodies.
  • Monitors expenditures and compares with approved budget; prepares adjustments as necessary.
  • Reviews requisitions created by other units for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.
  • Assists in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
  • Monitors integrity of various financial databases. 
  • Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.
  • Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.   Claims:
  • Reviews, analyses and prepares payments to third-parties, commercial entities, with respect to settlement of certified death and disability, contingent-owned equipment, stores, pay and allowances, and letters of assist claims.   Treasury.
  • Monitors/reviews methods used to remit payments and supervises investigation of non-receipt of payments. 
  • Reviews incoming payment instructions with regard to banking details and sources of funds. 
  • Prepares payment requests and submits to the UNOG Payables Team.
  • Notifies payees of status of payments.
  • Assists staff members, Officers and donors regarding queries on payment and deposit-related issues.
  • Identifies and annotates bank account movements. 
  • Assists Cashier in cash management and investment issues, including cash flow forecasts.
  • Liaises with treasury regarding outstanding items and payment instructions.
  • Investigates complaints of non-receipt. 
  • Files and archives as required. 
  • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
  • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
  • Assists with visualizations and updating information material such as web pages or brochures.
  • Performs other related duties, as assigned.

Education:

High school diploma or equivalent is required.

Work Experience:

  • Seven (7) years of experience in finance, budget, accounting, administrative services or related area is required.
  • The minimum year of relevant experience is reduced to five (5) years for candidates who possess a first-level university degree or higher.   
  • One (1) year or more of experience in data analytics or related areas is desirable.   
  • Experience in the operating procedures of the United Nations or a similar international organization, including financial and procurement rules, is desirable.

Languages:

  • English and French are the working languages of the United Nations Secretariat.
  • For the post advertised, fluency in oral and written English and Turkish is required.
