Job Description

Chemonics seeks a finance and budgeting systems improvement technical expert for the USAID Capacity Building Activity (CBA) in Afghanistan. CBA supports the Afghan Ministry of Education in meeting the ambitious goals of its 2015-2020 National Education Strategic Plan to strengthen systems for internal audit, payroll, teacher recruitment, the Education Management Information System, and finance and budgeting. The finance and budgeting systems improvement technical expert will lead in completing five deliverables for CBA's finance and budgeting component for Year 2; develop and lead technical working group activities; and closely collaborate with ministry counterparts and CBA's chief of party, deputy chief of party, and local finance and budgeting lead. This position will entail regularly visiting Kabul for capacity building of Ministry of Education counterparts. Responsibilities Include:

  • Collaborate with CBA's finance and budgeting lead in implementing approved work plan activities for the project's Year 2 deliverables
  • Provide capacity building and skills development for the finance and budgeting lead, working group members, and other Ministry of Education and CBA staff
  • Develop short- and long-term plans for the Provincial Education Directorate integration into existing databases (budget preparation and execution tracking system and the Afghanistan Financial Management Information System)
  • Develop resource planning, financial management and implementation tools, and guidelines for the Ministry of Education at the national and subnational levels
  • Assist the Ministry of Education in standardizing resource allocations for the Provincial Education Directorate and District Education Office, including developing standard operating procedures and manuals in financial management practices
  • Support the Ministry of Education's upgraded budget preparation and execution tracking system
  • Present training-of-trainers workshops to Ministry of Education staff focused on financial activities such as bookkeeping, developing budgeting estimation plans, and prioritizing costs within expenditure codes
  • Assist the Ministry of Education in developing action steps for devolving fiscal responsibility (budget preparation) to the subnational level
  • Facilitate Finance and Budgeting Working Group meetings and work with the finance and budgeting lead and Ministry of Education to continually accomplish working group outlining of Year 2 activities, assignments, and deadlines


  • Advanced degree in public administration, finance, or other relevant field required​
  • Certificate in professional accounting (e.g., CPA, CGA, CA, ACCA, CIA) required
  • Minimum 10 years of relevant technical experience working at the ministerial level on financial resource planning, allocation, and design
  • Experience in designing and implementing public sector financial assessments for improved budgetary effectiveness, transparency, and accountability for government ministries required
  • Proven ability to build the technical capacity of national government counterparts in improved financial resource management and budgeting
  • Demonstrated leadership, versatility, and integrity
  • Experience in Afghanistan highly preferred
  • Fluency in English required
