Job Description

Chemonics seeks a finance and operations director for the Human Resources for Health 2030 (HRH2030) Mali activity. The director will support the country project director and technical team to implement timely, high-quality interventions for HRH2030 in Mali. He or she will supervise the project’s daily financial and administrative operations, including logistics, procurement, budgeting, financial management, human resources, and compliance. In addition, the finance and operations director will supervise operational and administrative staff. The finance and operations director will report to the country project director for Mali, serving as acting country project director when required. This position is based in Bamako, Mali. The director will start in February 2018 or, preferably, earlier. The position will last for at least one year and, depending on funding, may be extended. Responsibilities include:

  • Support the country project director and technical team in daily project implementation; management; client engagement; and coordination between partners, government counterparts, and other implementing partners
  • Supervise daily operations in the field, including office space, equipment, vehicles, facilities, administration, logistics, personnel, procurement, budgeting, financial accounting, security, and property management
  • Supervise daily financial operations, including cash-flow management, estimates for pipelines and forecasts, time-sheet recording, and reporting to USAID on the program’s financial aspects
  • Manage local sub-agreements for compliance and performance, including coordinating with technical staff to finalize scope, serving as the procurement officer during the application and proposal process, negotiating the final budget, drafting the sub-agreement, and managing the performance of the sub-awardee against deliverables
  • Work closely with the country program director and deputy project director to ensure cost-share contributions are met, including accurately recording and documenting cost-share contributions
  • Manage recruitment for project staff, including working with staff to develop long- and short-term scopes of work, linking the scope of work with appropriate mechanisms, and ensuring candidates are properly vetted and screened and staff are properly trained
  • Ensure compliance with USAID regulations and Chemonics policies and systems
  • Work with the security officer to ensure that security policy documents are kept up to date and security practices are followed
  • Liaise with the home-office project management unit and HRH2030 core team, including coordinating the deliverable review process, providing requested financial or planning information, and coordinating international short-term technical assistance
  • Directly supervise operations and finance staff, as assigned


  • Advanced degree in business administration or accounting preferred
  • At least three years of professional experience managing international development projects, including project operations; controlling and tracking finance; and managing a team
  • Experience working on health projects preferred
  • Experience implementing USAID programs preferred
  • Knowledge of and experience in Mali or the West Africa region preferred
  • Knowledge of and experience working with cooperative agreements preferred; experience tracking and documenting cost sharing preferred
  • Demonstrated management experience with a USAID-funded project preferred
  • Experience with USAID policies, procedures, and systems
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English and proficiency in French required; fluency in French preferred
