Finance and Operations Director

Chemonics International, an international development firm based in Washington, D.C., seeks a Finance and Operations Director for the anticipated five-year Reaching every at-risk community and household with malaria services (REACH Malaria) based in Washington, DC. This program aims to support the U.S. President’s Malaria Initiative (PMI), as well as U.S. Agency for International Development (USAID) Missions and Bureaus with malaria programs, to provide implementation support services and technical assistance to countries to accelerate progress in comprehensive delivery of facility and community-based malaria services, including malaria case management, prevention of malaria in pregnancy (MiP), seasonal malaria chemoprevention (SMC), health systems strengthening, data collection and use for service delivery, and other malaria prevention interventions. The Finance and Operations Director is responsible for ensuring overall project financial management and budgeting and efficient operations, including but not limited to sub-contract management and procurement, human resource management, logistics, compliance, and overall supervision of operations. Duties and Responsibilities :

  • Provide financial oversight to the project including tracking core and field support obligations from multiple funding accounts in close coordination with USAID/PMI management teams in Washington and in the field;  
  • Coordinate and direct all administrative support for program implementation including setting up and closing out field offices;   
  • Develop and submit financial reports to USAID/PMI and provide financial guidance and oversight to country activities including developing budgets;    
  • Serve as central point for coordination and communication within the project and with USAID/PMI for planning, human resources, agreements, and budgets;   
  • As the need arises, oversee core-funded activities and/or field support activities. This may include, but is not limited to, coordinating with partners implementing activities, overseeing project management staff, and liaising with Chemonics’ home office support departments;   
  • Performs other duties and responsibilities as required 

Qualifications :

  • To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties. 
  • A minimum of 10 years of experience in financial and administrative management for large donor funded development projects is required. 
  • At least five years of experience managing donor-funded sub-awards and subcontractors and procurements is required. 
  • Demonstrated familiarity with U.S. Government financial reporting and compliance requirements is required. 
  • At least five years of experience in risk management and implementation of internal controls is required. 
  • Familiarity with Chemonics’ systems and processes;  
  • Ability to effectively supervise local and international staff;  
  • Ability to work with cooperating partners in implementing complex programs;  
  • Effective English oral and written communication skills are required. 
  • Strong interpersonal, written and oral communications skills;  
  • Proficiency in USAID regulations, including FAR and ADS.
