Job Description

NRC in Iraq

Iraq, with a long history of displacement, has seen an unprecedented rise in recent years. Of the more than 5.8 million Iraqis who fled their homes since 2014, two million remain displaced. Over four million Iraqis have returned to their area of origin. Many Iraqis have returned to areas that lack basic infrastructure, utility services, and livelihood opportunities, or where explosive devices have not been cleared. Other challenges include lack of security, community rejection, housing, property and civil documentation issues and lack of educational opportunities.
The UN estimates that more than 8 million Iraqis will need assistance in 2019, and 3.2 million children attend schools irregularly or not at all. Humanitarian agencies are asking for 569 million USD to deliver basic assistance to Iraqis (HRP 2018). With military operations against IS group having ended, the Iraqi government faces new challenges to ensure an inclusive reconstruction and reconciliation that will sustain peace.
Since 2010, NRC Iraq has been assisting internally displaced Iraqis, Syrian refugees, and host communities in Ninewa, Dohuk, Erbil, Kirkuk, Basra and Anbar. We focus on assisting the newly displaced, those in lengthy displacement in camps and those in hard-to-reach places. In 2018, NRC scaled-up programs across Iraq to respond to the large-scale displacements and returns, especially in Anbar governorate, around Kirkuk and in Ninewa using our water and sanitation, education, camp management, legal assistance, livelihoods, camp management, and cash activities.The purpose of a Finance Assistant is a day to day implementation and delegation area of responsibilities. Support and Implement NRC’s systems and procedures at the area level.

Duties and responsibilities

  • Ensure adherence with NRC policies, tools, handbooks and guidelines
  • Implement delegated Cash project portfolio according to the plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  • Promote and share ideas for technical improvement
  • Disburse and do the filed activity as per the project activity.
  • Make sure that sufficient support is provided before the release of any cash or cheque.
  • Proper record and file of the supporting document for the payment made.
  • On a daily basis, do the cash count and provide the record to the main duty office.
  • Make sure that field staff are well aware of the NRC procedures and in case of lack of knowledge, provide capacity building to the staff.
  • Before any activity, that is field-based, update the area finance officer for any risk that he may come across that hider Finance Assistant duty to perform.
  • Support and Implement NRC’s systems and procedures at area level
  • Support line supervisors in procedures and require support team training
  • Support the supervisor for the Management of Area offices financial team
  • Support the management to Implement an anti-corruption policy

Our Ideal Candidate

  • Experience from working as a Finance Assistant in a humanitarian/recovery context will be preferred.
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about keeping the bank accounts and record keeping
  • Fluency in verbal and written Arabic
  • Reasonable knowledge in English, both written and verbal
  • Finance/accountancy degree is required
  • Knowledge & experience of working in Agresso accounting system
  • Past experience of working in middle-east or Iraq.
  • Other languages are plus
