Finance Manager

Finance Manager is responsible for identifying significant risks faced by Oxfam and its partners during the Pakistan flood relief response, including financial, operational, programmatic, and reputational risks, and identifying strategies for mitigating such risks. The Finance Manager also supports the development of an organizational culture that reflects our values and promotes accountability and high performance. Finance Manager will work closely with Partners for Efficient partners’ financial management support and Capacity building through induction sessions, training, and technical assistance to staff at the partner level with responsibilities for compliance with Oxfam policies and procedures, Donor Guidelines, capacity building of finance and program teams on financial monitoring and risk management related to partners’ financial management. To advise the program on ‘best practices’ in all finance areas and create a team that can respond innovatively and effectively to the support needs of the program team and partners.

key Responsibilities
Ensures effective and efficient operation of the Finance function across the country program to deliver timely, reliable and accurate, and high-quality accounting and financial management and reporting activities and requirements using a risk-based approach.
Advises managers on the interpretation and implementation of a wide range of Oxfam’s financial policies and procedures and best practices with regard to the financial management and internal controls and ensures effective and efficient implementation of financial and business controls and compliance with Oxfam’s policies and procedures.
Supports managers in financial controls by providing operational and strategic financial analysis and management accounting reports for business planning, decision-making, and risk management.
Ensures compliance with local laws and statutory audit and financial reporting requirements as well as Oxfam and donors’ policies and procedures.
The job holder is expected to contribute to operational planning and implementation of corporate and regional Finance initiatives.
Contributes to developing and delivering targets and plans within the country program and possibly more widely within the OI.

Financial Management and Reporting

  • Responsible for effective management and operation of the financial system in Pakistan.
  • Develops financial analysis tools to assist in the management and monitoring of budgets vs. expenditure.
  • Periodically reviews actual vs. budget variances, analyses trends, identifies areas of concern and risks, follows up on all budget variance queries with the budget holders, and provides financial management advice about resource utilization and underlying budget forecasts.
  • Ensures that effective systems are put in place, and regularly reviewed, to allow adequate financial management and control including:
  • Cash and cash flow management and control,
  • Expenditure procedures,
  • Partners grant management and capacity building.
  • Responsible for planning, preparation, and execution of annual budgeting and financial year-end processes for the Project Management Unit in the legacy phase; ensures that submission of the annual budget and year-end returns are in line with corporate requirements and standards.
  • Review and verify monthly / quarterly account return, tax payments and balance sheet reconciliations; ensures appropriate course of action is followed to address significant/extraordinary movements in asset and liability accounts and to adjust any outstanding balances.
  • Review and verify donor financial reports ensuring that financial reports correspond to the narrative reports and reconcile with funding data.

Risk Management and Compliance

  • Proactively monitors and assesses the quality of existing financial controls across the Country Program and introduce new controls / measures, as appropriate, to minimize the risk of fraud and theft.
  • Monitors the implementation and application of the financial controls and compliance with all legal and statutory reporting requirements in Pakistan, identifies solutions to problems and ensures that they are implemented in a timely, effective and efficient manner.
  • Ensures adherence to donor financial requirements and procedures.
  • Works with the finance staff to ensure the annual tax return filing as per the Government of Pakistan policy.
  • Plans and prepares for statutory audits.
  • Ensures that recommendations of audits, concerning the finance function, are implemented in a timely, effective and efficient manner, and reports progress on implementation of the recommendations periodically.
  • Ensures that the Country Program’s bank mandates and list of account signatories are up to date.

Policies and Procedures

  • Reviews and develops finance guidelines and procedures to maintain a well-controlled environment; ensures documentation of procedures.
  • Works closely with and supports staff to ensure that Oxfam’s accounting and financial policies, procedures and standards are understood; ensures effective and efficient implementation of the finance policies and procedures.

Talent Management

  • Responsible for the overall performance of the Finance function.
  • Provides guidance and advice to finance teams and partners specifically in accounting theory and practice.
  • Develops and implements training courses in financial skills for non-accounting staff at Oxfam and partner level.
  • Support Fraud awareness trainings and messaging in the Pakistan Country Program.

Working with Partners

  • Ensures that the financial aspects of partnership agreements are accurate and in accordance with the implementing guidelines of donors and Oxfam.
  • Ensures provision of technical finance support / training to partner organizations in the implementation of joint projects.
  • Ensures that partner organizations are aware of and adhere to Oxfam’s accepted financial management standards and practices; ensures that donor regulations and requirements are fully understood and implemented by partner organizations.
  • Ensures periodic partner financial monitoring visits.
  • What we are looking for

Essential

  • Recognized professional qualification in accounting and finance
  • Comprehensive knowledge and a minimum of 5-7 years of proven senior management experience in financial management activities, such as budgeting, forecasting, compliance and reporting as well as evidence of effective decision-making skills and a critical focus on the delivery of agreed results within time and budget constraints and to expected standards.
  • Strong knowledge of accounting standards, GAAP, and statutory requirements.
  • Sound knowledge and experience of Restricted funds management and ability to work with/manage finances of multi-donor grants.
  • Strong numeracy skills and attention to detail.
  • Strong computer literacy, and proven experience with computerized accounting packages, preferably PeopleSoft. Strong proven experience in using Excel spreadsheets. Experience in using Internet-based programs and e-mail systems.
  • Strong analytical and conceptual thinking skills with a proactive approach to identifying and resolving problems and suggesting improvements; able to understand complex issues and translate them into simple workable actions and plans.
  • A high level of self-awareness, personal energy, stamina, and flexibility. Ability to work creatively, effectively and in an innovative manner, adjusting to constantly changing situations while maintaining focus on delivery and follow-through.

  • Experience and capability in working with other civil society organizations (partners) and provide effective financial monitoring and capacity building of finance staff in partner organizations.
  • Proven experience as a team worker and demonstrably cooperative with members of other teams.
  • Strong project management and organizational skills, with experience using formal project management techniques.
  • Commitment to the aims, objectives and organizational culture of Oxfam.

  • Experience in Procurements, logistics, and administration of complex projects.
