Objective of the Programme

DAI Europe is preparing for multiple DFID funded programmes focusing on economy policy reform and capacity building (Lot 1), enterprise incubation and business advisory support (Lot 2), both in Tajikistan and Kyrgyzstan. The two programmes aim to enhance and actualise policies, strategies and plans to improve the countries’ economies, governance resilience and business service use; they also aim to establish accessible innovative business incubators for start-up SMEs to receive support in an enabling environment.

Scope of Position

Objectives of the role

The Finance Manager will be responsible for overseeing the financial and administrative activities of the programme.  This role will involve maintaining oversight of income, cash flows, accounting, and financial practices across the programme. With the support of a talented team of finance and administration staff S/he will work closely with the Operations Manager / DTL to ensure high quality operational and project budgets are developed, and managed. S/he will work closely with the programme management team to maintain oversight on financial planning and decision making producing user friendly management reports; and play an active role in proposal reviews from the financial perspective. S/he will be a committed and talented individual who will be part of our Programme Management team and will proactively engage in supporting leadership. Within this programme S/he will provide technical advice on financial management and planning. The programme leadership will work closely with the you to ensure they and their teams meet all key performance objectives in relation to financial management


  • Managing the financial and administrative activities of the programme
  • Overseeing the Programme and Finance Officers in each operating country.
  • Developing and reviewing financial and administrative policies and procedures for effective management of the programme
  • Ensuring compliance therewith by all the staff and providing effective leadership and training to the finance staff
  • Coordinate processes for budget preparation within the programme and monitor strict compliance with the budgetary provisions.
  • Assist in providing regular expenditure forecast for programme funding purposes.
  • Liaise with the relevant Senior Management on financial components of operational plans and progress.
  • Oversee the maintenance of all financial books and records including those related to various bank accounts and ensure that they are frequently reconciled.
  • Ensure that all financial reports prepared by the sub-ordinate staff are properly checked.
  • Prepare periodic financial reports as management might require from time to time.
  • Prepare programme monthly financial reports and ensure that they are sent to the UK Office on timely basis.

Key Skills

  • Extensive experience overseeing finance & accounting aspects of international aid programmes (preferably for DFID).
  • Experience managing financial planning, forecasting, budgeting, expenditure, controls and analysis within donor funded projects.
  • Previous experience working and delivering results in Tajikistan and/or Kyrgyzstan
  • Experience in implementing and managing financial control mechanisms
  • Experience managing finance teams
  • Excellent oral/written communication skills in English.
  • Demonstrated interpersonal and skills and experience working in collaboration with multiple stakeholders
  • Excellent computer skills, including proficiency in Microsoft Office suite and experience using health database systems
