Job Description

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The purpose of the Finance Officer position is to supervise Finance Assistants in the area and assist in the day to day handling of payments and financial transactions, as well as budget monitoring.

Job description

  • Ensure adherence with NRC Finance, anti-corruption, and overall support policies, tools, handbooks and guidelines
  • Implement delegated support function portfolio according to plan of action
  • Prepare and develop status reports on cashflow, bank account situation, and forecast, as required by management
  • Review that filing and electronic archiving of supporting documents and transactions are consistent, accurate and done systematically
  • Promote and share ideas for improvement of the Finance Department
  • Provide anti-corruption, transparency and cost efficiency focus in all processes
  • Liaise with relevant partners and authorities at the area level to ensure smooth operations for NRC in Bangladesh
  • Contribute to the development and implementation of strong financial and administrative systems
  • Ensure complete discretion and confidentiality of information

Specific responsibilities

  • Following all law taxes and update the Finance Manager on a regular basis
  • Handling constant liquidity level and liaise with Finance Coordinator for the monitoring of the bank account balance
  • Input for the accuracy and timely payment of the payroll together with the HR Officer/Department
  • Maintain budget control and monitor cash flow for the area
  • Provide capacity building to Finance Assistant on accounting process

Qualifications

Generic professional competencies:

  • 1 year of previous experience in a similar role in an NGO
  • Familiar with complex and changing contexts
  • Documented results related to the position’s responsibilities
  • Good command of English, both written and verbal

Context/ Specific skills, knowledge and experience:

  • Fluency in Bangla, both written and verbal
  • Accounting experience in Bangladesh
  • Good working knowledge of office platforms especially Excel
