Job Description

Job Overview:

  • The Finance Officer is day-to-day implementation of the support functions responsibilities. Use actions words such as ensure, implement or assist for the position relevant responsibilities and also the Finance Officer is  responsible for cash management; booking the transactions in cash and bank boxes, maintain hard and soft financial files, payments, tax deposit forms.

Generic responsibilities:

  • Ensure adherence with NRC policies, tools, handbooks and guidelines
  • Implement delegated support function portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Promote and share ideas for improvement of the support function
  • Use initiative in day to day problem solving in line with agreed procedures, priorities and standards for the area of work
  • Promote and share ideas for technical improvement
  • Development of holistic and need based programmes, including cash-based interventions and marked based programmes

Specific responsibilities:

  • Be responsible for bank transactions in line with NRC policy and procedures;
  • Post income and cost into bank cash boxes i.e. AFA and keep it updated on daily basis;
  • To ensure timely obtaining of monthly bank statement and reconciliation of bank accounts within the stipulated period;
  • Be responsible for release of payment to contractors & other payments as stipulated in the contract/agreement(s) & in line with NRC policies and procedures;
  • Ensure control for the prevention of waste, fraud and mismanagement before processing the payments;
  • Be responsible for the roles and responsibilities of the Finance Assistant in their absence as and when necessary;
  • Be responsible for correction of errors in report as and when necessary;
  • Be responsible of accurate payroll transfer to the bank and follow-up on the transaction on individual staff accounts;
  • Ensures that all tax compliance issues, as well as banking services kept in line with NRC and Afghanistan government policies before the payment is processed;
  • Be responsible Verification of PR,PO, advance, payment vouchers, overtimes, travel claims and NHF of  Program  and support departments
  • Be responsible Verification of procurement documents ( RFQ, BA, MoM….) for Program and support
  • Verification of Monthly payment documents (e.g. rental vehicle, office, guesthouse, WH rents…)
  • Assist with Finance coordinator to ensure that the accounting, monitoring and reporting are according to procedures.

Generic professional competencies:

  • An excellent understanding of the financial system is essential;
  • At least 3-5 years’ previous work experience with a satisfactory performance in the same or similar functional area preferably with UN or international NGOs;
  • Technical or university degree in finance or administration desirable;
  • Excellent knowledge in Microsoft Office, especially Excel;
  • Fluency in written and spoken English;
  • Ability to work additional hours if and when required;
  • Ability to commence work immediately.
