Job Description

African Population and Health Research Center (APHRC) is an African-based, African-led, international Non-Governmental Organization that works in high-level scientific research in areas such as education, population, health, aging, urbanization and the well-being of African populations. APHRC aims to spark change in Sub-Saharan Africa using reliable data analyzed by experienced African researchers. Our research programs are oriented towards continental development priorities and are guided by the conviction that evidence must be at the forefront of decisions concerning the health and well-being of populations and the development of the continent. APHRC is seeking to fill the position ofAdministrative and Financial Manager for its regional office based in Dakar, Senegal.

Roles and responsibilities

  •  Provide support to project staff by ensuring rational use of resources;
  •  Monitor project expenses to ensure they are in line with budgets and donor requirements;
  •  Prepare financial reports for the organization and donors;
  •  Examine advance requests / Monitor the execution of field expenses / staff travel in the field to ensure compliance with organizational rules and specific requirements in terms of grant management;
  •  Prepare budgets and document them during technical and financial proposals;

Prepare for project audits by continuously reviewing the accuracy of accounts and provide support to auditors during project financial audits;

  •  Process payments and fund transfers;

Maintain accounting books and perform bank reconciliations and budget forecasts;

  •  Ensure good management of files and compliance with internal and external requirements;
  •  Conduct due diligence procedures with contractual partners, providing them with capacity building support in specific areas identified and monitoring them to ensure timely submission of reports;
  •  Prepare salaries and make the tax and social declarations required by the Senegalese government;
  •  Ensure rapid receipt and banking of funds received;
  •  Support the preparation of tenders and other purchases and office administration including human resources management in collaboration with headquarters;

Process and manage personnel medical and other insurance plans and maintain personnel records

  •  Liaise with the headquarters office on financial, administrative and human resources matters;

Contribute to the preparation, monitoring and reporting of the office's Investment Plan

Qualifications and skills

  •  Bachelor's degree in accounting, finance, management or Management; a certified public accountant's diploma or an equivalent qualification would be an additional advantage;

At least three years of accounting experience, preferably in an NGO


  •  Ability to work with minimal supervision;
  •  Strong management and task planning skills;
  •  Strong experience in the preparation and management of project budgets;
  •  Excellent computer skills in software including MS Word, MS Excel and familiarity with accounting software, preferably MS Dynamics;
  •  Ability to meet strict deadlines.
  • Be able to communicate and write fluently in English and French.
