The position

As HURICAP financial and administrative officer, you will be responsible for the accurate implementation of all financial and administrative duties related to HURICAP work. This includes amongst other tasks, the financial monitoring of projects and the HURICAP program in general, contribution to the planning and organization of program activities, including logistical support.

Department information

You will be part of the HURICAP team, which currently consists of 6 employees. Our backgrounds reflect the international nature of our work and the leading working language in our team is English. HURICAP belongs to the Human Rights Policy department of Amnesty International Netherlands.


As HURICAP’s financial and administrative officer, you will ensure the accurate implementation of the financial administration and reporting of HURICAP programs and projects. This involves preparing and monitoring the implementation and financial settlement of contracts with trainers, consultants and local partners in various countries in Africa and the Middle East. For the latter, you will regularly consult with the program officers in charge to ensure that the substantive work of trainers, consultants and partners is in line with their financial reporting and Amnesty standards. Based on your analysis, you will report problems, bottlenecks or irregularities to the relevant program staff.

In terms of HURICAP’s general administration, you will monitor our compliance with relevant guidelines, procedures and instructions for the financial administration, including those related to the annual audit of the HURICAP program. Additionally, you will provide logistical and administrative support for the organization of international travel, meetings and training abroad and visits of foreign guests. You will also organize and report on meetings, including regular HURICAP’s team meetings, and provide support in the planning, monitoring and evaluation of international projects. Where possible, you will identify ways to improve (the efficiency of) administrative processes.

In terms of reporting, you will contribute to the preparation and writing of periodic reports, both for internal use as well as for donors. In this context, you monitor project/program spending in comparison with budgets and plans and reports on this. You provide HURICAP staff with the required financial and administrative information and overviews on a regular basis. You also periodically translate administrative data into management information

Your profile

  • We expect our new financial and administrative officer to have:
  • Completed a relevant higher professional education, e.g. in Business administration or Business economics;
  • At minimum 5 years’ experience with financial management and administration, and with preparing and delivering management information;
  • At minimum 3 years’ experience in a similar position in a non-profit organization and proven experience in assessing financial reports from southern non-governmental organizations;
  • Excellent command of the Dutch and English language, command of the French language is an advantage;
  • Affinity with and experience in development cooperation or human rights programs is an advantage;
  • Affinity with or work experience in Africa and/or the Middle East.
