Financial Control Analyst

As a Financial Control Analyst, you will undertake a variety of accounting and financial administration responsibilities in the areas related to project- and program-related disbursements for ADB's technical assistance (TA) claims; travel claims; payroll, pension, staff receivables, final pay, and benefits payments. You will perform activities required to support ADB's Organizational Resilience (OR).

  • Support administrative expenses and travel related claims processing by verifying transactions to ensure their eligibility, adherence to ADB policies, administrative orders, and approved contract terms, and the timeliness of payments.
  • Review travel accounts data, transactions and reports for accuracy, consistency, propriety and compliance with established practices. Perform analysis of financial data and prepare management reports.
  • Participate in developing, testing, enhancing, and implementing IT systems used for Business Travel. Review and provide suggestions for system and process enhancements.
  • Process TA claims disbursement and liquidation vouchers for consultants, contractors and other service providers under ADB or donors' technical assistance grants and trust funds. Make sure that the supporting claims/billings agree with contract provisions, relevant financial covenants and applicable ADB policies and administrative orders/circulars.
  • Review consultant contracts to keep track of cost estimates, contract variations, actual disbursements by budget line item, and to prepare status of consultant contracts for Supervisor's reference.
  • Process transactions and ensure their validity and propriety, and that the accounting of items adhere with appropriate accounting policies.
  • Participate in projects to enhance CTL's OR preparedness. Support OR plan updates during disruption, supporting organization and implementation of regular training for CTL's important activities following the OR plan, taking part in quarterly testing and execution of OR plans on selected business operations.

Qualifications

You will need:

  • Bachelor's degree in Accounting, Business Administration, or Finance. A Certified Public Accountant or equivalent designation.
  • Experience with accounting standards, systems and general procedures concerning technical assistance operations and reporting requirements prevalent in multilateral institutions.
  • At least 5 years accounting or auditing experience, working with computerized accounting systems in a large organization.
  • Experienced in using large-scale accounting systems (e.g., Oracle ERP, SAP) and financial databases to input and extract information, and to produce standard and ad hoc financial reports.
  • Experience with the relevant clerical procedures and guidelines and their importance in the function of the work area.
  • Analytical and systematic, with solid numerical skills.
  • Experience liaising and collaborating with teams as a constructive team member.
  • Written and verbal proficiency in English.
