Job Description

Main Tasks & Responsibilities

  • Support to the CO in the development, the production of methodological and technical tools for the management and the monitoring of the programme and of financial and administrative procedures for projects funded by UNFPA in the area of  gender-based violence
  • Ensure quality program on GBV issues in transitional and humanitarian settings in the area of intervention.
  • Coordinate and monitor the implementation of the SGBV projects in collaboration with the humanitarian specialist, gender  unit and the programme coordinator of decentralised office
  • Liaise with the Programme and Project coordinators, the Gender Programme Specialist, the Assistant Representative and the Programme Officers in monitoring and evaluation of the SGBV projects at national level in order to ensure a coherent and synergic approach of the SGBV response in the all programme;
  • Regularly reports to the Deputy Rep on the SGBV projects achievements, constraints, solutions envisaged and the mechanisms of technical monitoring and evaluation of the projects; constraints, solutions envisaged and the mechanisms of technical monitoring and evaluation of the projects;
  • Ensure support to the implementation of national strategy on GBV through participation in UN  Technical Groups and technical WG on GBV;
  • In close collaboration with colleagues in the office, ensure mainstreaming of GBV guidelines through the UNFPA country programme
  • Support the organization of socio-cultural, behavioural and medical data collection in the areas of SGBV and takes into account the findings of existing researches and publications in the management of the SGBV projects;
  • Ensure coordination and development of SGBV proposals to mobilize supplementary resources;
  • Ensure liaison and establish and maintain partnerships with donor stakeholders in dealing with gender issues, in particular around SGBV;
  • Oversee management of programs and projects administratively and financially
  • Oversee, coordinate and monitor the implementation of the SGBV project in collaboration with the SGBV Programme Officers
  • In an advisory role provide support to mainstreaming of gender in development and humanitarian coordination in the non-STAREC provinces
  • Ensure liaison with the Canadian authorities in Kinshasa at technical level, and keep them abreast of developments on SGBV projects;
  • Prepare and coordinate the preparations of timely and qualitative results-based progress reports for donors
  • Advise the Deputy Representative in the preparation of documents and communication on strategic issues with HQ and external stakeholders
  • Collaborate with the Communication Unit to develop an advocacy and communication strategy
  • Produce regular reports, ad hoc publications and qualitative and quantitative information on GBV
  • Perform any other duty as assigned by the UNFPA  Deputy Representative

Qualifications and Experience

  • Advanced university degree with specialization in areas such as public health, population/demography, international economics, international relations, communication, international development and/or other related social science disciplines;
  • Seven years of increasingly specialized experience in gender and Sexual and Gender-based Violence (SGBV) and at least 5 years of experience in this field at international level, preferably in an African context;
  • Excellent command of English and French;
  • Outstanding communication skills, strong conceptual abilities, organizational skills, including time management
