Job Description

Winrock International is a 501(c)(3) NGO that works with people in the United States and around the world to empower the disadvantaged, increase economic opportunity, and sustain natural resources. The Ecosystem Services group within Winrock provides global leadership on translating the science of climate mitigation, water conservation, and landscape management, into practical approaches for governments and the private sector.

Winrock international is searching for qualified candidates to assist in the development of geospatially-enabled web applications for a range of global projects helping to generate better outcomes in natural resource management, climate change, sustainability, and social resilience. These projects have a diversity of needs for technical consultancy related to geospatial web development and can accommodate a range of working arrangements and consultant levels of effort.
Winrock desires the assistance of a specialist in back-end web development, database design, and integration with on and offline geospatial data. A strong candidate will have significant experience developing custom GIS web applications using a combination of open source and ESRI technologies.

The Geospatial Application Developer will work with team of dedicated scientists, GIS analysts, and international development practitioners, to help design and implement practical solutions to bring new insight to pressing needs in the developing world.

The consultant will help to bridge the gap between high level programmatic objectives and tangible product development, to consolidate ideas from a range of external and internal stakeholders into realistic workflows, select technologies based on specific client and use-case requirements and capacities, and marshal human resources around executing a course of action. The selected candidate will work with a tightly knit team with a shared passion of developing the insights, tools, and best practices that will real benefit for the developing world.

The position is for a part-time consultancy role that will be supported by a number of individual projects in a rapidly changing portfolio. An initial phase of the assignment over a period of six months is anticipated to be focused on development of a geospatial data sharing platform for subnational governments in SE Asia. Depending on candidate availability and strengths, additional assignments may become available.

Details

  • Term – initial six months anticipated, est. 10-20 hours per week (max 20).
  • Location – Washington, DC area. (Flexible work arrangements are possible, but at minimum must be available to attend semi-regular meetings in Arlington, VA.)
  • Salary contingent on experience

Responsibilities:

  • Consolidating and translating project objectives into actionable workplans for web application development
  • Researching and advocating for technologies that best suit identified project need
  • Coordinating application development with a network of domestic and international scientists, programmers, and GIS analysts
  • Producing scripts, code in a collaborative Git platform
  • Contributing to documenting and developing training materials for users and managers of applications
  • Identifying team gaps and helping recruit human resources as necessary to complete a particular assignment
  • Availability for international travel a plus

A strong candidate will possess the following traits:

  • Commitment to finding innovative and proportional solutions to development challenges in natural resource management
  • Strong communication skills are critical: the ability to facilitate and drive consensus around a course of action with technical and non-technical audiences
  • A willingness to learn and adapt to new technologies
  • Experience leading team formation around new or proposed projects a plus
  • Desire to help team identify and pursue new streams of revenue and develop innovative approaches
  • Have a portfolio of applications that they can demonstrate

Experience and skills

  • 3-6 years experience in development of geospatial applications, depending on education
  • Strong background developing in Python including arcpy and/or qgis, PostGIS
  • Development of applications in of ESRI or open source geospatial environment
  • Web development and database design
  • Administration and management of git repository for collaborative projects with US-based and International staff
  • Experience serving as product manager for development of web applications
  • Background, either education or professional, in natural resource management, international development, agriculture, forestry, or a related discipline

Education

  • Bachelor's degree + 6 years professional experience in web development OR
  • Master's degree in related discipline, + 3 years professional experience in web development
