Project Overview and Role

The USAID-funded CHISU project will enhance host capacity to produce high-quality health information, to optimally manage this information and to institutionalize evidence-based decision-making. It will work with host country health managers, health workers and other stakeholders to strengthen the enabling environment of health information management and strategic planning to improve harmonization of fragmented information systems, reduce duplication of data collection and improve monitoring and tracking of a country's own health trends and priorities. The Governance Advisor will lead support coordination with government agencies to strengthen health information system governance, enhance data systems architecture, and promote evidence based decision making. S/He will provide technical and strategic direction, leadership, and management oversight to ensure transfer of knowledge and skills to stakeholders across the health system. S/He will coordinate and liaise with stakeholders, including government agencies, other donor-funded projects, implementing partners, USAID and other donors, and data consumers ensure capacity is strengthened. The Governance Advisor will provide leadership in the development of high level strategies and monitor progress towards deliverables while also mentoring country teams as needed.

Responsibilities:

  • Provide thought leadership around strategies intended to strengthen governance of health information systems both centrally and within targeted countries.
  • Work closely with health ministries to build capacity to effectively plan, manage, and oversee priority systems such as HMIS, procurement, budgeting, stakeholder and project coordination, etc.
  • Manage partnerships and cooperate with host country governments and international partners in implementing multi-intervention health information system projects
  • Ensure technical excellence of project interventions and lead the learning agenda related to policy and community-level governance
  • Perform other related duties and responsibilities as assigned

Requirements:

  • PhD or MA in political science, international development, international relations, public policy, or related field
  • At least 10 years of experience in leadership, governance, public administration and management areas on projects of similar size and complexity
  • At least 8 years of experience designing, implementing and managing large, complex public health projects in/for developing countries, of which at least 5 years has been spent addressing governance in the health arena
  • Prior experience working with USAID-funded programs is a plus
  • Must have sound knowledge and experience in leadership, governance, and management
  • Appropriate computer skills necessary to conduct research, and to conduct analysis of study data
  • Strong analytical and computer skills (Word, Excel, PowerPoint, web-based research) - this includes data analytics
  • Ability to multi-task and keep track of concurrent activities and deadlines
  • Strong written and oral communication skills for high-level policy audiences
  • Fluency in English required; French and/or Portuguese preferred.
