Job Description

We are currently looking for Head of Human Resources & Admin to be based in Cox's Bazar, Bangladesh.

Role Purpose

A Senior Human Resources (HR) and Admin Manager deployed to the field as the lead HR & Admin Manager for the Rohingya Response (RR). The Senior HR & Admin Manager will be expected, with support from the Asia Regional Office, to lead on HR assessments, HR strategy, coordinate recruitment, and develop robust systems, policy and practice on people management in a Cat 1 response. They will also be required to have an overview of the Administrative function of all Field and sub-Field Offices in the Rohingya Response. The Senior HR & Admin Manager will also be expected to play a leadership role within a response team, through 360-degree support to colleagues. The post-holder will be expected to mentor and/or capacity-build both international and national staff colleagues.

Qualifications and experience

Qualifications: A human resource management/development qualification from a credible institution (such as CIPD)


  • Prior NGO experience at management level within a complex country programme in emergency response/humanitarian environments
  • Experience in leading an HR function for a country programme with large numbers of staff
  • Experience of providing strategic HR input at a senior management level
  • Substantial experience of developing HR systems working in remote field bases with limited infrastructure
  • Proven operational HR track-record - experience of providing a senior generalist HR service to managers across a full range of HR issues
  • Excellent skills in handling and advising on complex people management issues
  • Experience of scaling up HR operations, surge capacity and strengthening local recruitment and selection practices
  • Good attention to detail
  • Good understanding staff care for humanitarian staff, in particular approaches to welfare, stress, R&R, debriefing. Experience of developing the systems that support staff care.
  • Experience with developing induction briefing/training programmes
  • Strong communication (written and spoken), and interpersonal skills in English, with experience in managing multicultural teams


  • Experience of a range of assessment techniques (including assessment centres)
  • Fluent in Bangladesh

Contract length: 6 months
