Job Description

We are looking for a highly qualified, self-motivated Head of Programmes who is able to work with diverse teams of both national and international staff as well as local government authorities, UN agencies, I/NGOs and other partners under difficult, stressful and sometimes insecure conditions.

Who are we?

The Danish Refugee Council (DRC) and Danish Demining Group (DDG) is a humanitarian, non-governmental, non-profit organization founded in 1956 that works in more than 30 countries through-out the world, including South Sudan. DRC/DDG fulfills its mandate by providing direct assistance to conflict-affected populations, including refugees, internally displaced people and host communities. Under its mandate, the organization focuses on emergency humanitarian response, rehabilitation, post-conflict recovery and humanitarian mine-action.

Danish Refugee Council (DRC) in conjunction with Danish Demining Group (DDG) has been operating in South Sudan since 2005 initially concentrating on providing safe and supportive conditions for refugees returning from neighboring countries after the Comprehensive Peace Agreement was signed.

In 2012 - 2013, DRC opened its operations in Upper Nile and Unity States to respond to the large influx of refugees coming from Blue Nile State and South Kordofan (Sudan). In addition to the refugee response and since 2014, DRC has been then actively engaged in responding to the humanitarian needs of IDPs affected by the internal conflict through the provision of integrated approaches.

With a total of 430 national staff, 50 expatriate staff and an annual budget of approximately USD 20 million, we are currently implementing multi-sectorial interventions through the provision of humanitarian services focused on CCCM, Protection, SGBV, FSL, Shelter and Infrastructure to both internally displaced persons and refugees across 5 field sites (Ajuong Thok, Bentiu, Maban, Malakal and Aburoc).

About the job

The Head of Programme (HoP) is under the direct supervision of the Country Director (CD) and will line manage technical coordinators (CCCM, Protection, Livelihoods, Grants and MEAL) as well as Grants and MEAL Officers.

Responsibilities

Management responsibilities

  • The HoP provides leadership in the design, delivery and quality of DRC South Sudan programme.
  • The HoP is responsible for the quality of programme delivery.
  • The HoP has the responsibility for managing and developing the staff under his/her supervision and ensuring that the DRC values and code of conduct are incorporated in the leadership and upheld.
  • The HoP serves as member of the Senior Management Team (SMT), including supporting the Country Director (CD) to lead the SMT toward the achievement of common goals, and, at times, serving as the Acting Country Director in the absence of the CD.
  • The HoP will work closely with the Head of Programme- DDG to ensure complementarity of action and enhance synergies between the program sectors as appropriate.

Proposal Writing & Reporting

  • S/he supports the development of in country expertise in each sector as well as supporting the
  • agenda for capacity building of national staff
  • Lead proposal writing processes from a programme perspective and coordinate with other departments (e.g, Operation, Safety and Finance, HR and Administration).
  • Ensure that all internal and external reports are provided in a timely fashion in collaboration with relevant staff.

Monitoring & Evaluation

  • Support the development of an appropriate M&E structure and ensure that programme management tools and systems are relevant.

Finance & Administration

  • Ensure that budgets are designed in accordance with needs. Ensure that expenditures are planned and properly managed.
  • Manage DRC Programme staff and ensure that all staff members have relevant work plans, job descriptions and that performance reviews take place.
  • Ensure that DRC management principles are disseminated and adequately applied.

Representation

  • Attend meetings in coordination with the CD; with Government partners, regional and local authorities; donors; local agencies, clusters, coordination bodies etc. at all levels of project

About You

Experience and technical competencies required:

  • Minimum 7 years of experience overseas (including 2 years at Senior management level) in complex emergencies, preferably with refugees and/or IDPs
  • Strong experience in programme development and documented skills in formulation of programme/project proposal as well as budgets and reports.
  • Ability to use Logical Framework Approach as a tool in programme/project design and follow up.
  • Experience in negotiating and advocating with government authorities and donors for solutions that serve the needs of beneficiaries, pursuing values of internationally recognised and universal character in a, post-conflict context with a strong respect of local culture and tradition.
  • Experience of strategic programming and planning, field implementation, monitoring and implementation.
  • Team player with excellent communication skills.
  • Excellent written and spoken English.
  • complex emergencies, preferably with refugees and/or IDPs.
  • Excellent knowledge of standard windows programs
