UNICEF has its only field office in Cotabato City, in Mindanao, southern Philippines. The city is the centre of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), a newly created Muslim-majority region that is the country’s poorest, and where the situation of children lags behind that of children elsewhere in the country. Mindanao is conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?

The Health Specialist provides professional technical expertise for overall management of the Health, Nutrition and WASH programme of the field office, with most support provided to the BARMM. The Health Specialist is responsible for the development, planning, implementation, monitoring and evaluation and administration of the programme.

Under the direct Supervision of the Chief of Mindanao Field Office (MFO), and with technical guidance and oversight from the Chief of Health, Manila, the post shall undertake the following tasks:

  •  Management of the Health, Nutrition, WASH programme of the MFO including the planning, implementation, monitoring and budget management of the Health, Nutrition, WASH and Peacebuilding programme Output.
  •  Support the implementation of the 2020-2021 rolling work plans and ensure the continuity of essential health and nutrition services in the new COVID-19 context.
  •  Management of the health, including WASH, and risk communications emergency components of the UNICEF COVID-19 response in BARMM.
  •  Management of the continuing polio emergency response in BARMM.
  • Management of other Health, Nutrition and WASH emergency responses in BARMM as needed.
  • Supervision of direct reports, their work planning and their performance evaluation.

To qualify as an advocate for every child you will have

  • Advanced university degree in Public Health and Nutrition or other relevant disciplines.
  • A minimum of five (5) years of professional experience in planning, programming, implementation monitoring of technical cooperation programmes related to health and nutrition.
  • Professional experience in a managerial position or a technical expert position in a child survival and development, health and nutrition care.
  • Experience working in an international Non-Government Organization and field work experience in BARMM is preferred.
  • Fluency in English, both oral and written, is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.

 A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
