NRC in Iraq
Iraq, with a long history of displacement, has seen an unprecedented rise in recent years. Of the more than 5.8 million Iraqis who fled their homes since 2014, two million remain displaced. Over four million Iraqis have returned to their area of origin. Many Iraqis have returned to areas that lack basic infrastructure, utility services and livelihood opportunities, or where explosive devices have not been cleared. Other challenges include: lack of security, community rejection, housing, property and civil documentation issues and lack of educational opportunities.
The UN estimates that more than 8 million Iraqis will need assistance in 2019, and 3.2 million children attend schools irregularly or not at all. Humanitarian agencies are asking for 569 million USD to deliver basic assistance to Iraqis (HRP 2018). With military operations against IS group having ended, the Iraqi government faces new challenges to ensure an inclusive reconstruction and reconciliation that will sustain peace.
Since 2010,NRC Iraq has been assisting internally displaced Iraqis, Syrian refugees, and host communities in Ninewa, Dohuk, Erbil, Kirkuk, Basra and Anbar. We focus on assisting the newly displaced, those in lengthy displacement in camps and those in hard-to-reach places. In 2018, NRC scaled-up programmes across Iraq to respond to the large-scale displacements and returns, especially in Anbar governorate, around Kirkuk and in Ninewa using our water and sanitation, education, camp management, legal assistance, livelihoods, camp management, and cash activities.The purpose of this role is to support the NRC HR-Admin department in ensuring compliance with NRC policies and procedures in Iraq. Technical Supervision and support for the HR -Admin staff in the main office.
Role and Responsibilities:
- Implement and train staff in NRC’s HR policies and procedures at the office.
- Ensure compliance with NRC policies and the local labour law in all procedures and processes.
- Coordinate with relevant partners, suppliers, authorities, lawyers etc.
- Ensure that staff database are updated on a monthly basis. Liaise with area offices to ensure staff database in the area offices are always updated.
- Responsible to update staff database in AGRESSO accordingly.
- Responsible for arranging induction of new staff.
- Support HRAM and HRO in identifying training needs/staff development for NRC in staff in Iraq.
- Ensure reporting, documenting and payment of staff benefits, social security, taxes etc.
- Introduce new initiatives to improve HR system. Implement new initiatives of tracking system for i.e. staff leave, etc.
- Prepare periodic HR reports and HR Indicators.
- Assist HR Manager in other HR related issues in Country Office, particularly related to local regulations.
- Conduct regular visit to support Area Offices to provide support to HR Coordinators and Officers in the fields.
- Provide support for recruitment in Country Office and area offices as needed. include posting advertisement in webcruiter, shortlisting, arranging interviews, etc.
- Ensure high confidentiality in maintained in the work performed.

Our Ideal Candidate
- BA Degree in Human Resources Management/Management.
- Minimum of 5 years of relevant work experience in Human Resources
- Understanding of the relevant laws and statutory requirements.
- Good communication and interpersonal skills
- Wide knowledge of the NGO operations and the dynamics of the humanitarian sector
- A strong administrative service orientation Strong organizational and team working skills
- Good cultural awareness and sensitivity
