Job Description

Background

The Human Resource Section is responsible for the timely, accurate, equitable, effective and efficient delivery of all human resources management services, i.e. strategic staff planning, recruitment, staff administration, organizational and design and learning/career development, for the continuous development and improvement in human resource operations, policies, and methods to align with UN Women evolving business needs and for providing advisory support to the Executive Director in the formulation and implementation of UN Women's overall mission, strategy and plans of actions.

Under the supervision of the HR Specialist, Learning and Development, administratively, logistically and technically support all workplace relations, employee engagement, learning and development and performance management activities.

Duties and Responsibilities

Administer and implement HR strategies and policies related Learning and Development:

  • Ensure full compliance of records and reports with UN and UN Women Rules and Regulations and HR policies and guidelines related to learning and development, and affecting Workplace Relations;
  • Provide report input to the management and staff on records and status pertaining to Learning and Development plans, rules and regulations, and affecting Workplace Relations;
  • Respond to queries concerning Learning and Development related matters;
  • Undertake research on a range of HR related issues and assist in preparation of reports.

Provide HR administrative and logistical services in the field of learning and development:

  • Provide office support services such as process, draft, edit, proofread and finalize for approval correspondence and other internal and external communications; maintain files, records, monitor deadlines;
  • Provide administrative coordination support for services related to learning & staff development, workforce engagement and related workplace relations;
  • Create and maintain the HR intranet site pages related to learning and development and related services with content, news, and updates.

Coordinate and facilitate meetings, events, courses related to learning and development:

  • Organize events and training interventions such as information sessions, focus groups and consultations on employee development and engagement;
  • Initiate and coordinate activities to encourage and promote global best practices related to learning and development;
  • Coordinate and facilitate training courses for personnel related to HR services; organize and execute training events in collaboration with internal and external partners;
  • Monitor and evaluate the status of the learning and development plan on a monthly basis;
  • Support and facilitate the orientation program for all personnel;
  • Provide administrative coordination support to the development and maintenance of learning paths, career development opportunities and career paths.

Maintain data in relation to HR employee consultations related to learning and development:

  • Maintain, further develop and update internal database and files on learning services in a confidential and secure manner;
  • Maintain records of compliance training including mandatory courses, standards of conduct and ethics training as well as required HR skills;
  • Generate a variety of standard and non-standard reports from various sources relating to workforce engagement, development and learning;
  • Monitor the implementation of approved learning events, including budget provision and participant feedback.

Facilitate knowledge-building and knowledge-sharing globally on employee engagement, and learning and development:

  • Contribute to the inventory of best practices in workplace relations, learning and development;
  • Liaise with the Communities of Practice of HR focal points in Regional Offices and Country Offices to disseminate information on learning and development initiatives and changes;
  • Ensure that information on upcoming learning and development initiatives and career development initiatives are widely communicated within UN Women globally.
  • Perform any other duties as assigned by supervisor.

Required Skills and Experience

Education:

  • Completion of secondary education is required;
  • First-level university degree in Human Resources, Business or Public Administration, Organizational Development, Adult Education or related field is an asset;
  • Candidates who do not have a university degree or an accredited certification in HR will be required to complete the Global General Service Test (GGST) or UN Administrative Support Assessment Test (ASAT) – formerly known as the UN Clerical Test.

Experience:

  • Minimum of 6 years of relevant experience in Human Resources, administration at national or international level;
  • Computer literacy in office software packages (MS Suite) and experience in working with web-based management systems;
  • Experience in training or learning and development is required.

Languages:

  • Fluency in English is required;
  • Knowledge of one of the other UN official working languages is an asset.
