HR Expert (Sickness Insurance)

Within the Directorate of People, the Staff Administration and Support service manages staff entitlements and administration, and administers the payroll and pensions.

Responsibilities:

  • Provide expert advice, guidance and contributions on HR matters related to sickness insurance, including contract oversight (as the service is outsourced), regulatory compliance, and stakeholder support, ensuring alignment with applicable rules and best practices.
  • Prepare tender specifications, evaluate offers and oversee contract execution, ensuring adherence to contractual obligations and monitoring performance throughout the contract lifecycle, and collaborating with internal stakeholders to address claims.
  • Contribute to the social dialogue process by drafting and revising Office Notices and Rules of Application, leading technical meetings with social partners, and serving as secretary for designated committees.
  • Coordinate and oversee the contributions of a small number of team members to specific activities or tasks, providing guidance, support and functional performance oversight, including setting and reviewing objectives, to ensure effective execution and alignment with the service’s objectives.
  • Provide guidance and support to (former) staff and managers on complex sickness insurance-related issues and serve as key point ensuring effective communication and resolution.
  • Collaborate with internal and external partners, participate in events, workshops, studies, projects to share expertise and drive continuous improvement in HR services and organisational performance.
  • Collect, analyse and interpret operational data related to the sickness insurance fund to support decision-making processes and provide findings and recommendations.
  • Produce and review statistics, reports, working documents, etc. and contribute to audits and compliance activities as needed.
  • Contribute to the design, review and implementation of HR policies, processes, working methods/practices and tools related to sickness insurance, with a focus on improving service delivery, ensuring regulatory compliance, and enhancing user experience.
  • Stay updated on latest technological developments/methods/best practises/trends and share them within the internal community to enhance organisational development. Deliver training and share knowledge with relevant teams.
  • Carry out any other task in line with the main purpose of the job.

Requirements:

  • Completion of third level studies in a relevant field (Business Administration, HR Administration etc.), meeting European Qualifications Framework (EQF) Level 7 followed by at least 3 years of relevant professional experience.
  • Completion of third level studies in a relevant field (Business Administration, HR Administration etc.), meeting European Qualifications Framework (EQF) Level 6 followed by at least 4 years of relevant professional experience.
