OBJECTIVES OF THE PROGRAMME
The WHO Global Service Centre (GSC) provides administrative services to all staff and all WHO offices and partner entities worldwide in respect of human resources, payroll, procurement, accounts payable and support of specific corporate IT applications. The aim of this Centre is to serve as the global platform for the swift and reliable delivery of a comprehensive array of products and services covering all these fields.
The Global Human Resources (GHR) team within the GSC focuses on the execution of HR Operations in a reliable, efficient, and consistent manner and to serve as a one-stop-shop for all staff in WHO and partner agencies.
DESCRIPTION OF DUTIES
- Under the supervision of the Coordinator, GHR and working closely with colleagues in other GHR teams, the GSC, the Department of Human Resources (HRD) in headquarters, Staff Health and Wellbeing Services (SHW), counterparts in HQ or Regional Offices, the incumbent is responsible for leading, coordinating and managing a team within the GHR of the GSC.
The duties to be performed by the incumbent will cover, but are not limited to the following:
- Support the Coordinator in setting and monitoring objectives and priorities for the team.
- Strengthen team's capacity through developmental and training activities and address performance issues in a timely manner.
- Coordinate training activities in collaboration with the Support Office in the GSC.
- Organize the work of the team to ensure timely response to clients and the implementation of salaries, allowances and statutory deductions of all staff members.
- Review, certify and issue documents establishing contractual entitlements and obligations through an effective operational knowledge of HR systems.
- Review, revise and/or develop processes, work flows, checklists and operating procedures in collaboration with colleagues in GHR to ensure that service standards are achieved or exceeded.
- Ensure consistency and encourage best practice in the implementation of HR policies.
- Ensure effective communication with HR staff in the GSC and at all levels in WHO and partner agencies.
- Provide guidance and advice to staff and managers on the interpretation of staff rules and regulations, HR policies, the application of HR entitlements and conditions of service, liaising with the supervisor and Department of Human Resources (HRD) in headquarters when required.
- Provide leadership in developing, implementing, and maintaining guidelines and processes to identify, measure, monitor, mitigate, and report operational risks in GHR.
- In close collaboration with colleagues, develop strategies and procedures within GHR to ensure that all incoming HR documents are maintained in Enterprise Content Management (ECM) in a timely and accurate manner and that WHO Records Policy requirements are met.
- Review and analyse complex cases, interpret rules and procedures applying to such cases, providing solutions or, if appropriate, submit recommendations for exceptions according to the approval process in place.
- Propose the introduction of, and amendments to Staff Rules, WHO Manual provisions and implementation guidelines, and draft the relevant documentation if required.
- In close collaboration with colleagues, lead and implement changes to improve customer service and the work environment within GHR. Administer approved medical evacuation in collaboration with Staff Health and Wellbeing Services (SHW).
- Other duties as required.
- Essential: Advanced University Degree from a recognized university with specialization in Human Resources Management, Business Administration, Behavioral Sciences or any other related field.
- A minimum of 7 years experience in the management of Human Resources policy implementation at an international level.
- Experience preferably in the area of HR Operations in an international Organization.
- Solid supervisory experience, preferably in a large Organization.
- Field experience.
- Experience in working in a Shared Service Centre.
- Experience in Oracle or another ERP system such as SAP or People Soft.
- Excellent knowledge of HR management principles and practices, planning and organizational skills.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 72,637 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2076 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children
