 The HR Operations Coordinator provides technical guidance and support to Country Operations, helping implement HR policies and systems consistently. The role oversees HR activities, ensuring quality assurance, compliance monitoring, and adherence to standards. The HR Operations Coordinator builds HR capabilities in assigned countries and ensures the timely, accurate, and confidential handling of HR matters. Ultimately, the role supports the achievement of business objectives through strong, compliant, and effective HR practices across the region.

Responsibilities:

  • Provide technical advice and support to HR teams and CO management.
  • Support development of global HR policies and other HR initiatives in collaboration with the HR Partner.
  • Support implementation of updates and changes to global HR policies and other HR initiatives in collaboration with the HR Partner.
  • Support HR Partner on actions and follow-up on quarterly HR reports for each country.
  • Proactively pursue continuous process improvement in HR related practices in order to enhance the quality and efficiency of output/delivery. 
  • Ensure countries are following global processes, policies, and the operations handbooks for HR. 
  • Ensure countries are following local labor law and that they have established relationships with both internal and external legal advisors. 
  • Ensure salary and benefits benchmarks are completed.
  • Ensure that global policies and regional HR frameworks are localized and they are aligned with local labor laws.
  • Perform HR compliance check with COs.
  • Support in developing and updating Country HR workplan, based on findings in HR compliance check with the HR Partner.
  • Provide onboarding of new HR senior staff in HQ Hub and Country.
  • Support onboarding of Country SMT positions and Key positions in the HQ Hub.
  • Train HQ Hub and Country HR staff in relevant HR policies, processes, and systems.
  • Train managers in Country and HQ Hub in relevant HR policies, processes, and systems incl. ERP Microsoft Dynamics and DRC Voices.
  • Advise managers and staff on training and development opportunities. 
  • Conduct People Management Trainings in the HQ Hub and CO’s, together with the Country HR team.

Requirements:

  • At least three years' experience in HR support, preferably in a multi country role.
  • Experience in working effectively and cooperatively with diverse stakeholders to drive results.
  • Experience with training HR staff and Managers.
  • Experience working for an international humanitarian or development organization is a plus.
  • Experience using an online system for recruitment and working with HR and/or ERP systems.
  • Understanding of cross-cultural HR practices and challenges in field offices.
  • Bachelor’s degree in human resource management, Business, or Social Science Degree specializing in Human Resources.
