The objective of the position is to contribute to the development and implementation of the HR strategy in accordance with the instructions of the CSP and to ensure compliance with HR policies and procedures, planning, organization and control of Human Resources in order to respond effectively to the needs of the organization in terms of quality, quantity and performance of personnel. The incumbent is placed under the supervision of the Human Resources and Organizational Development Manager (HRODM).  

The Human Resources Advisor will be responsible for managing all aspects related to recruitments, employee onboarding, learning and development of local staff, management of the internship program in accordance with the rules established and the objectives set internally, to the management of the internal information system (HRIS).

Responsibilities:

  • Talent Acquisition and Recruitment
  • Endowment of Plan International Mali with quality human resources
  • Contribute to the development of workforce planning
  • Contribute to staffing and quality of staff in accordance with the needs of the Organization and HR plans and policies
  • Provide advice and support recruitment processes that meet Plan policy and best practice standards to attract and retain the best. 
  • Plan and organize the integration of new employees to enable them to settle in more quickly and easily.
  • HR Budget & Compensation and Benefits
  • Effective implementation of the remuneration policy

Develop and submit the budget in accordance with the forecasts provided by the HRODM:

  • Actively contribute to salary surveys organized by Plan International Mali;
  • Prepare any report relating to payroll: Severances, year end reports in collaboration with the Finance Department 
  • Participate in the Re-evaluation of positions committee for the determination of the categorical classification of new positions, Sit on the ad hoc discussion committees "on salary issues" in order to ensure the fairness of the salaries offered;
  • Contribute to the design of any local policy having an impact on the payroll.
  • Prepare and submit annual reports relating to the Budget
  • Staff development and training
  • Contribute to the improvement of staff performanc
  • Assist and advise staff in the performance evaluation process
  • Create and activate performance review sessions in the system
  • Enable New Employee Scorecard
  • Develop and monitor a comprehensive training and development plan that is budgeted and
  • responsive to staff development needs and organizational direction;
  • Ensure the follow-up of the annual training plan by guaranteeing the material organization (contract, logistics, budget, etc.);
  • Track and maintain training statistics

Policy & Compliance:

  • Control legal matters related to local personnel, including contracts,
  • legal benefits and obligations, final payment calculations and other
  • related matters;
  • In collaboration with the Director of Human Resources and Organizational Development, contribute to the interpretation, dissemination, implementation and sharing of global and local human resources policies and procedures (Code of Conduct, Harassment, Discrimination and Bullying Policy, Child and Youth Safeguarding Policy, IT Policy, Conflict of Interest Policy and Anti-Corruption Policy etc.). ;

HR Data Tracking and Reporting Management Information:

  • Feed the HR databases (training, recruitment, performance evaluation, leave, etc.) and provide the hierarchy with reliable indicators for information and decision support.
  • Develop standard HR reports
  • Provide statistics on HR trends to facilitate decision-making;
  • Respond to any requests from headquarters and the Region as part of the system update (HRIS);
  • Facilitate the implementation of new modules

Organizational development:

  • Advise staff on the proper application of human resource management policies, procedures and legislation
  • Advise and support Line Managers in updating Job Descriptions
  • Contribute to the implementation of the action plan resulting from the opinion survey

Implementing Safeguarding Children and Young People:

  • Maintain and disseminate all existing global and local HR policies (CoC, Child and Youth Safeguarding, Gender Equality and Inclusion, HBD, CYSP, IT, Fraud, Corruption and Conflict of Interest, etc.)
  • Ensure that Plan International Mali staff and associates know and understand their responsibilities in applying these global Plan International policies

Technical Expertise, Skills And Knowledge:

Essential:

  • Master Bac + 5 in human resources management or the equivalent;
  • Excellent general technical knowledge of human resources, as indicated by the responsibilities above;
  • Excellent writing skills and oral expression in French and English will be an asset;
  • Proven skills in human resources management, including data management, recruitment, compensation and employee relations are essential
  • Ability to contribute to organizational performance and in particular that of the human resources department.
  • Able to identify and manage risks for the organization;
  • Remains calm and positive under pressure and in difficult situations;
  • Excellent understanding of the administrative management of human resources in the context of Mali;
  • Excellent knowledge of Mali's local labor laws and work environment requirements.

Desirable:

  • Ability to support strategic planning and human resource needs;
  • Work experience and knowledge of working in development sectors in Mali or other West African countries.
  • Accountability to self and others for delivery of goals and adherence to organizational values ​​and behaviors.
