OBJECTIVES OF THE PROGRAMME

The Department of Business Management System (BMS) has a strategic and facilitating role in conjunction with respective business departments in delivering effective and efficient processes and systems in the areas of programme management, human resources, supply, finance, travel, meetings and events that enable the Organization's operations worldwide. The Organization's current ERP, namely the Global Management System (GSM), and other peripheral systems such as the Performance Management and Development System (ePMDS), are being replaced by the new BMS Best-in-Market solution with a modern set of tools using standard best practice business processes and cutting-edge technology. A new standard and harmonised solution with minimum customizations will allow WHO to avail of modern technology including mobile access  and business process automation, and to take advantage of any new technology and features added to the selected platform(s).   

DESCRIPTION OF DUTIES

The HR Analyst works closely with the core BMS team, HR experts in WHO HQ, country offices and end users and other stakeholders, to implement regional BMS activities for HR management during the Architect, Configure & Prototype, Test, Deployment and post- roll-out stages of the BMS Programme. Specifically, s/he will:

  • Contribute to the definition of HR requirements, scope and objectives as related to overall HR business strategies.
  • Perform business process and workflow analysis. Participate in HR business process optimization, with a view to improving the efficiency and impact of HR business operations.
  • Research HR operational needs and challenges, and contribute to the recommendation of HR service improvements and business solutions.
  • Promote, encourage and adopt out-of-the-box (standard product) functionality that meets the business needs of WHO and as well as the Organizations for whom WHO provides administrative support.
  • Contribute to the HCM system design and prototype, including creation of test scenarios and liaison with training team for allocated projects.
  • Provide timely application support to end-users.
  • Create user guides, training curricula and other relevant documentation for internal and external partners. Investigate, troubleshoot and mitigate transactional and other BMS issues.
  • Identify opportunities for operational improvements for ongoing simplification of processes in the region. Work on recommendations for HR process simplification based on consultation with stakeholders.
  • Develop and revise standard operating procedures related to HR management
  • Provide training to specific groups of end users, using user-guides, training materials and curricula developed by HQ
  • Engage with Regional networks (Executive Associates, Regional Administrative Officers and Programme Management Officers) periodically to share progress and seek engagement and represent BMS.

REQUIRED QUALIFICATIONS

Education

  • Essential: A first-level university degree in Human Resources, Business Administration, Business Management, Information Technology or in another related field.
  • Desirable: Project Management expertise (Prince 2. PMI or equivalent).

Experience

  • Essential: At least 5 years of relevant and broad experience in Human Resources, including at least 3 years at the international level. Documented experience working with or developing and implementing ERP systems, preferably Workday and/or One Network. Experience should include participation in HR-related IT projects, specifically: eliciting and documenting business process and system requirements for HR business areas, including reporting working with end-users and HR process owners to identify gaps; implement solutions, and to develop requirements for new or enhanced functionality, designing and documenting business processes and workflows, and working in a team environment across business functions.
  • Desirable: Experience in UN rules and procedures.

Skills

  • Business process engineering expertise required to innovate, design, change and implement new HR business processes, policies and procedures, and technological solutions.
  • Analytical skills essential for analyzing data, workflows, user or stakeholder inputs, documents, etc.
  • Good understanding of user experience analysis and its principles.
  • Proven skills in documenting user stories and creating process flow diagrams Strong problem-solving skills and ability to assess a problem and determine an effective course of action.
  • Ability to prioritize workload in a high pressure and time-constrained environment.
  • Excellent verbal/written communication skills, including an ability to effectively communicate with both business and technical teams.

Use of Language Skills

  • Essential: Expert knowledge of English.
