OBJECTIVES OF THE PROGRAMME

  • The objectives of the Human Resources Unit are to carry out, in an efficient and timely manner, all human resources activities for the WHO Regional Office for the Western Pacific and countries in the Region, including policy formulation, post classification, recruitment and contract administration, performance management and staff development, and to provide advice on human resources matters to senior management and staff at all levels throughout the Region.

DESCRIPTION OF DUTIES

Under the supervision of the Administrative Assistant and overall guidance of the Human Resources Officer, the incumbent performs the following functions:

  • Do a preliminary review and check completeness of memo and supporting documents related to all requests for establishment, abolition, revision and reclassification of positions.
  • Liaise with the requesting unit in finalising draft position description to ensure correctness of details giving emphasis on the review of qualifications profile and content editing prior to final review and rating of the Administrative Assistant.
  • Maintains a follow-up system to ensure that requests for establishment, abolition, revision and reclassification of positions are approved and completed in a timely manner.
  • Monitors deadlines, ensures that correspondence and queries are responded to in a timely manner, and keeps the requesting units in the Regional Office and country offices informed on the status of their requests.
  • Drafts replies to general and administrative correspondence on the basis of instructions or on own initiative, and finalizes such correspondence.
  • Advises requesting units to initiate position classification in the Global Management System (GSM) once the position description has been approved.
  • Maintains and updates the Document Tracking System and Post Vacancy Monitoring system and maintains an organized filing system for position descriptions and supporting documents.
  • Maintains an updated list of Special Services Agreement (SSA) contract holders for reporting to Headquarters.
  • Liaises with SSA focal points in country offices and Finance Unit (FIN) to ensure that all SSA contract holders are covered by insurance for non-staff.
  • Assists in the area of selection and recruitment as the need arises.
  • Performs other related duties as required or instructed, including providing support to other areas of work such as the new Business Management System (BMS) team.

REQUIRED QUALIFICATIONS

Education

  • Essential: Completion of secondary school education or equivalent.

Experience

  • Essential: At least three years in human resources and administrative experience.
  • Desirable: Relevant experience in WHO or another UN agency an asset. Related human resources experience in the area of job design. Experience in Oracle-based or other Enterprise Resource Planning (ERP) systems an asset.

Skills

  • Good working knowledge of administrative and human resources procedures.
  • Skills and knowledge in computer applications, e.g. MS Office.
  • Results oriented, good communication and interpersonal skills.
  • Ability to act with tact, diplomacy, discretion and respect for confidentiality.
  • Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

Use of Language Skills

  • Essential: Expert knowledge of English.
