Key functions, accountabilities and related duties/tasks:

  • The Human Resources Assistant provides a broad range of Human Resources services in the country office ensuring workforce planning is aligned with operations and programmatic objectives of the Country Office and there is timely delivery of HR services in compliance with UNICEF HR rules and regulations.

Support to business partnering:

  • Provide guidance to staff and managers on HR policies and practices.

 

  • Support in processing of entitlements and benefits of local staff:

 

  • Initiates the processing of a wide range of personnel actions in accordance with UNICEF rules and regulations, by ensuring all relevant forms and actions are completed by staff and forwarded to the GSSC.

Support in recruitment and placement:

  • Facilitate and coordinate recruitment processes for General Services positions. Develops and processes contracts for consultants and institutions that provide a service to the sections. This includes preparing and filing documents, completing necessary forms and templates, uploading TOR’s in VISION, and making necessary logistical arrangements.

Support in organization design and job classification:

  • Prepares documents to be submitted for classification to RO, ensuring completeness of documentation.

Support in learning and capacity development:

  • Assists team in organizing and conducting courses, workshops and events by preparing and organizing distribution of materials for participants, ensuring availability of training venues and required equipment and supplies, while providing logistical and secretarial support at workshops and events as necessary.

Performance Management:

  • Tracks the performance management cycle processes, ensuring the timely distribution and enhancing the timely completion and return of appraisals.
  • Through accurate implementation of policies and procedures and facilitate the effective functioning of a client-focused and strategy-oriented HR services, the HR Assistant ensures timely action of HR processes and delivery of programmatic results.

Recruitment Qualifications:

  • Education: Completion of secondary education, preferably supplemented by technical or university courses related to the field of work.
  • Work Experience: A minimum of 5 years of progressively responsible administrative or clerical work experience required.
  • Language Requirements: Fluency in English and knowledge of another official UN language is required.
