Under the general technical authority of the Head of Office and under the direct supervision of the Chief, Fund Administration and in close co-operation with OSCE Programme Office in Bishkek (POiB) senior management, the Human Resources Officer performs functions related to policy development, staff recruitment and retention, staff administration, payroll, performance management, staff training and development, implementation the OSCE gender mainstreaming in HR area.
Tasks and Responsibilities:
Under the overall supervision of the Chief of Fund Administration, the successful candidate will be tasked with the following duties:
Managing the operations of the HR Section which includes overseeing the development, implementation and day-to-day execution of operating policies related to the recruitment of staff including gender mainstreaming in HR area, the staffing and classification of posts, reviewing and recommending for approval programme managers’ post table submissions for the annual budget preparation, staff-management relations, staff welfare, social security, reviewing the work of the HR team for attainment of objectives:
Managing the Office’s post and staffing tables by monitoring the Office’s vacancy rates and ensuring that the job classification system is upheld for professional and general service staff;
Co-ordinates the POiB training activities targeted at the Office’s personnel:
Providing advice to the Office management on HR policies by reviewing and/or proposing for approval of the development and implementation of new mission-specific HR policies and programs and submitting statistical and analytical reports:
Ensuring implementation of the Organization’s policy on professional environment, policy against harassment, sexual harassment and discrimination. Co-ordinating the office’s activities related to staff grievance and disciplinary procedure:
Holding regular consultations with elected staff representatives and participates in joint committees;
Performing other related duties as assigned and providing contribution/input in other FAU projects/activities.
