This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role supports the HR/Admin Manager in ensuring HR objectives are met. Under the guidance and supervision of the HR/Admin Manager, the Human Resources Officer ensures compliance with all DRC Policies and procedures and supports the operations as required.

Responsibilities:

Recruitments:

  • Partnering with recruiting managers to determine staffing needs
  • Lead and/or participate in all country level recruitments and supporting Area offices where required.
  • Screening resumes and coordinating interviews with the recruiting managers including inviting candidates for interviews
  • Performing interviews and following up on interview process status
  • Performing reference and background checks of candidates
  • Staying current on the company’s organization structure, personnel policy, and government laws regarding employment practices
  • Update recruitment tracker on weekly basis.

Filling and Audits:

  • Track and review all Country Office recruitment files and ensure all are updated.
  • Track and review all Country office personal files and ensure all are updated.
  • Prepare audit documents as per requests.
  • Track, review and ensure all audit finding are addressed and alert HRAM for any support/clarity.
  • Work closely with HR/Admin Manager and Compliance coordinator in addressing any pending audit finding.
  • Conduct field visit spot checks with support of HR/Admin Manager.
  • Work closely with HR/Admin Manager on sharepoint filling and ensure all sharepoint files are updated.

Payroll Management:

  • Review all area offices monthly payrolls.
  • Ensure all payrolls are filled on sharepoint for reference.
  • Follow all in-country payroll trends and share with HRAM.
  • Ensure all payrolls are processed by 25th of every month.
  • Process monthly payroll payslips for all staffs.
  • Ensure all monthly income Tax are paid off by finance.

Others:

  • Submit monthly medical insurance deletions to local insurance company.
  • Organize member education sessions with the insurance company.
  • Serve as the focal person for all medical insurance related tasks during the maternity absence of HR specialist.

About you:

  • To be successful in this role we expect you to have 3-4 years of professional HR Experience with International NGO

Required:

  • 3-4 years of progressive HR Management experience.
  • Understanding of employment regulations in Somalia
  • Bachelor’s degree in business administrations, Human Resources Management, or relevant qualifications.
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Experienced in using an online system for recruitments
  • Excellent oral and written English skills
  • Fluency in local language

Desirable:

  • Ability to work with diverse team.
  • Ability to deliver work with less supervision.
  • Ability to travel frequently to all other areas within the country.
