Job Description


The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide.

WFP is looking for a suitably qualified candidate to fill the Human Resources Officer position, in support of the Regional Bureau for Southern Africa, based in Johannesburg. The Regional bureau services 12 countries in Southern Africa.

To perform a range of HR tasks to support accurate implementation of WFP policies and procedures and facilitate the effective functioning of a client-focused and strategy-oriented HR services to the Johannesburg Office and 12 other countries in the region.

KEY ACCOUNTABILITIES (not all-inclusive):

HR Operations (Generalist):

  • Implement HR operational activities or projects that are aligned to business needs, following standard processes and ensuring alignment with wider WFP policies;
  • Respond to queries from managers and staff, understanding their issues and ensuring policies, procedures, processes, systems and tools are available and correctly applied to support them;
  • Contribute to the effective management of the employment relationship between WFP and its staff, by administering conditions of service, contracts and appropriate entitlements;
  • Collate data and contribute to preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders.
  • Identify continuous improvement opportunities in HR processes and coordinate the implementation of approved plans timeously
  • Support staff recruitment activities and deliver onboarding activities to ensure new employees have a positive experience of WFP, and are successfully integrated into their new role and the organization;
  • Maintain and action payroll to meet expectations of staff; carry out HR administrative transactions including preparation of personnel actions; maintain staffing tables and organograms; determine, administer and provide advice on salary and related benefits, allowances and incentives;
  • Support other HR related projects as required.

Learning and Development:

  • Support capacity building initiatives within WFP by working with managers to understand their skills needs; Conduct Skills Audit and present analysis.
  • Capacitate staff by assessing training needs with Heads of Units and developing training plans to support the needs;
  • Support the development of training programmes, including identification, evaluation of service providers and evaluating effectiveness of training interventions;
  • Coordinate corporate and regional led learning interventions for the region, consulting with the HQ learning and Development branch, HR Focal points and Line Managers in Country Offices to obtain staff nominations, obtain budgets and coordinate all training related administration;
  • Create and support initiatives to empower women in WFP and achieve WFP's gender parity goals

Performance Management:

  • Conduct periodic Performance Management training for all staff to enhance staff capacity in effective performance management processes;
  • Provide support to both Supervisors and Staff on probation to adequately manage the probation process and develop the needed capabilities, ensuring probation reports are completed within provided timelines;
  • Support Supervisors and staff on performance related queries;
  • Provide weekly reports to Supervisors on their performance evaluations/probation compliance status for all phases, and following up with individual staff members to increase compliance and quality of performance discussions/feedback.
  • Monitor and report on compliance of performance evaluations for local and international short-term staff.

STANDARD MINIMUM QUALIFICATIONS: Advanced University degree in one or more of the following disciplines: HR Management, Public or Business Administration, Industrial Psychology or other related fields, or First University degree with additional two years of related professional work experience .

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE: At least 2 years post graduate professional experience within the field of Human Resources; expertise in learning and development; capacity building initiatives and ability to work and deliver results within a highly complex organizational environment (i.e. with diverse team, matrix structure, highly evolving operational context); Experience using Enterprise Resource Planning (ERP) a strong advantage.
