Background Information - PSC

Peace and Security Centre

The UNOPS Peace and Security Centre (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Centre is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

It is overseen by the Head of Business Unit, who has the overall authority and accountability for the performance of the Peace and Security Centre on behalf of its clients.

Functional Responsibilities

Reporting to the HR Manager, the Human Resources Officer will carry out the following tasks:

  • Provide support to the full recruitment cycle for vacancy notices and roster replenishments: posting the VA, shortlisting candidates, coordinating the creation of written technical assessments, arranging interviews, drafting recruitment process report, and submitting cases to the relevant review bodies
  • Perform targeted outreach via international and local job websites, social media, professional associations, career fairs, and other relevant platforms
  • Classify job descriptions
  • Participate as HR representative on interview panels
  • Review and approve fees for international ICA contracts and perform step determination for Fixed Term and temporary agreements (FTA/TA)
  • Review and pre-approve ICA contracts
  • Circulate vacancy notices to roster members and submit results to portfolio teams
  • Communicate HR policy changes and new HR initiatives to management and personnel, providing guidance as needed
  • Provide advice and answers to personnel on routine cases for HR services such as the performance appraisal process, learning & development activities, contracts, benefits, entitlements and remuneration and career development
  • Cooperate with leadership to support institutional gender and diversity initiatives, providing education and advice on issues related to equity, compliance, inclusion, and diversity
  • Support and facilitate inter-agency movement of staff members via reimbursable loan agreements, secondments, and transfers
  • Support the administration, management, and deployment of ‘in-kind’ personnel contributions from various member states
  • Organize, facilitate and/or deliver training and learning initiatives for personnel and other personnel on HR-related topics
  • Track, input, and manage learning events in the corporate Learning Management platform
  • Provide sound contributions to knowledge networks and communities of practice by synthesizing of lessons learnt and dissemination of best practices in human resources
  • Provide support as needed on special HR cases (e.g. position reclassifications, recruiting UNVs, etc.)
  • Perform other related duties as assigned by the HR Manager

Education/Experience/Language requirements

  • Education: Bachelor degree (or equivalent) in business administration, human resources, or other relevant discipline with two years of relevant experience
  • Experience: Relevant experience is defined as experience performing general human resources operations in a public or private sector organization
  • Languages: Fluency in English and French (reading, writing, speaking) is required
