Job Description

This role will be at Manager Level and will sit within the Research, Monitoring & Evaluation (RME) team in London while working closely with the Environment & Natural Resources (ENR) team in Bristol. This position will support the design of monitoring, evaluation and learning (MEL) components of humanitarian and disaster resilience programmes, and support stand-alone evaluation and research initiatives. This role will also include support to business development, project management and technical expertise. The primary responsibilities of the Manager, Research, Monitoring & Evaluation, include:

Providing Technical Input/Sector Expertise:

  • Provide technical inputs related to MEL for the planning, design, and delivery of humanitarian and disaster resilience projects
  • Lead the design and delivery of specific humanitarian and disaster resilience MEL projects
  • Provide short term inputs or lead consultancy assignments.
  • Provide support to monitor and quality assure Palladium's services.
  • Contribute to research, analysis and publication of technical studies, case studies, policy and programme approaches and results.
  • Identify, build and maintain relationships with consultants and partners who can provide technical expertise.
  • Work with the RME Director and ENR Director to promote and build Palladium's technical capability
  • Design and implement original research to support programme improvement or donor requests with the goal of publishing findings.

Project Management:

  • For assigned portfolio of projects, interface with clients and other project stakeholders to plan, implement, review and report on projects as needed and requested
  • Provide support to project work planning, budgeting, progress and financial reporting
  • Provide technical support to projects at all stages
  • Support Project Directors in the programme performance management
  • Liaise with and manage partner organisations on the contractually compliant delivery of agreed inputs and achievement of agreed outputs and outcomes
  • Identify project performance and contract issues and support their timely resolution
  • Keep abreast of political, social, economic and security developments in project countries and regions
  • Assume management responsibility for these tasks when delegated to do so.

Business Development:

  • Support and/ or manage the identification, assessment and pursuit of new business opportunities, contributing to the analysis of our prospects for winning opportunities
  • Contribute to the development of the RME strategy and that of the ENR Practice Area
  • Support business development through coordination of research on issues and trends, countries, clients, partners and competitors and market intelligence gathering
  • Support and/ or manage the development of new and maintenance of existing client relationships through interactions with clients at a technical level during the business development cycle
  • Contribute to the planning of pursuits and bids
  • Contribute to and/ or manage the preparation of capability statements/expressions of interest, technical and financial proposals
  • Contribute to and/ or manage partner and expert team selection and pre-bid negotiations
  • Support and/ or manage post-submittal follow up with clients
  • Assume management responsibility for these tasks when delegated to do so.

Minimum education and experience required

  • Advanced degree in a relevant discipline. A combination of additional experience and a first degree may exceptionally be considered in place of an advanced degree
  • Minimum of 6 years relevant work experience
  • Minimum of 4 years of technical monitoring, evaluation and research experience or MEL for humanitarian assistance, disaster resilience, and business development experience that includes developing, implementing and managing field-based research and monitoring and evaluation systems in a development country setting
  • Minimum of 4 years of experience working in a developing country or in a project based environment
  • Proven track record in commissioning, designing and delivering MEL and adaptive programme management
  • Project management experience
  • Experience leading successful bid processes would be an advantage.

Key competencies and professional expertise required

  • Technical expertise and experience in planning, monitoring, evaluation and/or learning, including one or more of the following -

  • Humanitarian assistance

  • Disaster risk reduction / resilience

  • Excellent written and verbal communication skills in English

  • Strong technical writing and presentation skills

  • Ability to conceptualize and write a bid proposal or project report

  • Sound business development and client relationship management skills
  • Experience leading and managing teams
  • Sound problem solving analysis and decision making skills
  • Willingness to travel and work abroad including in developing countries
  • Fluency in other languages an advantage
