Purpose of the Post:

Information Technology Officer is expected to coordinate and manage the implementation and maintenance of infrastructure and ensure delivery IT Projects in the WHO country office and State-offices.

Objectives of the Programme and of the immediate unit or field activity (Overview of the programme):

The unit will provide the services of information and communication technology to WHO Country Office.

Description of Duties:

Under the direct supervision of the WHO Country Office Chief Operations Officer, and the overall supervision of the WR, the incumbent will ensure provision of professional IT services at country level. He/She will operate within the established guidelines and will make recommendations on improvement of ICT services.

  • Manages and oversees information technology infrastructure services and project management of IT projects in the country office and sub-offices.
  • Supervise and manage daily activities of the information technology team, ensuring service requests are attended to.
  • Maintain the IT assets inventory (hardware, software and licenses).
  • Responsible for the installation, maintenance, configuration, administration, and reliable operation of the LAN/WAN network infrastructure in compliance with WHO standards.
  • Responsible for the maintenance, configuration, administration, and reliable operation of managed workstation environment, datacenter server farm, cloud environment and storage areas within the country.
  • Install and support the collaborative tools and other online video conferencing platforms.
  • Implement and ensure appropriate processes for data protection, backup, disaster recovery, and failover procedures are in place.
  • Monitor server hardware and communications infrastructure performance, including VSAT, Internet links and services and telephony systems.
  • Responsible for security/cybersecurity processes and procedures and ensure prompt remediation of discovered threats and vulnerabilities.
  • Responsible for capacity and transition planning, and overall infrastructure performance.
  • Develop and maintain appropriate documentation and policies related to end-user support and the infrastructure. Provide internal training/support to staff on the use of computer hardware, software and IT related services/tools
  • Contribute to the preparations of budgets, work programs, and spending plans related to information and communications technology.
  • Collaborate with IT colleagues in the WHO Regional Office and other country offices as well as WHO HQ for regional and global IT projects as and when necessary.
  • Performs other duties as required.

Required Qualifications:

  • Essential: University degree or equivalent training and in Computer Science, Electrical Engineering or any other related field.
  • Desirable: PRINCE2, ITIL, Microsoft and CISCO Certifications will be an asset.

Experience:

  • Essential: At least 5 years of experience in the implementation, administration, and maintenance of workstations, servers and network infrastructure, end-user support and project management.
  • Desirable: Prior relevant working experience with WHO/UN or with an international nongovernmental organization;

Experience in the integrating of Voice and Data Communications field:

  • LAN design, maintenance and troubleshooting roster configuration, IP address schemes, internet/tunneling.

Functional Skills and Knowledge (Describe skills and knowledge specific to the post):

  • Strong knowledge in LAN/WAN architecture, configuration, and administration.
  • Practical knowledge and administration of Microsoft Windows server and workstation operating systems, active directory, and associated components, end-point detection and response systems, backup software applications.
  • Practical knowledge and understanding knowledge of virtualization, Hyper-V, VMWare, or equivalent
  • Practical knowledge and understanding of CISCO switches, routers, active devices, and software.
  • Knowledge in implementation and managing IT security/cybersecurity systems and tools. 
  • Good analytical and problem-solving skills be intuitive with a high sense of responsibility towards achieving results in a timely manner.
  • Demonstrated ability to write technical documentation and use various project management methodologies
  • Ability to work well in a team setting and under pressure.

Languages:

  • Essential: Excellent knowledge of English.
  • Desirable: Working knowledge of French or another WHO official language would be an asset.

Other Skills (e.g. IT):

  • Excellent knowledge of Microsoft Office applications.
  • Familiarity with the use of GSM and other ERP software.
