How can you make a difference? 

The Accountable for technical contribution to project design, planning, implementation, monitoring, evaluation and administration of Immunization programme/project activities. Coordinate with the Ministry of Health (MOH), WHO, GAVI and other stakeholders, providing support to the EPI-MoH to plan and implement routine immunization and COVID-19 vaccine roll out activities, including data analysis, programme support to improve equity and coverage of immunization services, monitoring the interventions and write progress reports. Collaborate with other sections in the office to ensure cross-sectoral support to improve immunization services. Contribute to enhancement of teamwork and capacity building in support of achievement of planned objectives of the workplans, aligned with country programme goals and strategy for immunization programme in Liberia.

Scope of Work:

Under the overall supervision of the Health Team lead, the immunization specialist will be accountable for the following key deliverables.

  • Manage multiple Immunization grants activities and budget.
  • Monitor and advance the implementation progress of all immunization grants  such as GAVI -funded (PEF-TCA, COVID-19 Vaccine Delivery Support, COVAX TA), ACT-HAC, USAID, etc) and provide technical guidance and problem solutions to partners.
  • Produce immunization-related project documents and donor reports for multiple grants (USAID, GAVI, ACT-HAC) with disaggregated data and ensure that programme progress is made in line with project work plans.
  • Provide guidance and support to cold chain officer and supply unit to ensure that immunization-related supplies, equipment and warehousing support is progressing.
  • Closely work with UNICEF’s Social Behavior Change (SBC) team, the EPI-MoH and the MOE to increase access to Covid-19 vaccines through the school-based vaccination strategy.
  • Coordinate and lead the implementation of the “parenting of poorly performing counties (PPPC)” projects in Gbarpolu and River Cess counties ensuring increased access to immunization services for hard-to-reach zero-dose communities.
  • Participate in donor meetings and programme reviews and present the status of UNICEF’s immunization programme.
  • Support any other assignment requested by Supervisor.

To qualify as an advocate for every child you will have… 

Education:

  • Advanced university degree, preferably in public health, health care system management, epidemiology, or other relevant disciplines.
  • Five (5) years of professional work experience at the national level in planning, programming, implementation monitoring, budget management and evaluation of health programmes.
  • Proven experience in working the area of immunization at the central level (nationwide).
  • Strong familiarity with GAVI’s funding schemes and conditionality.
  • Experience in managing GAVI-funded nationwide immunization programme.

Work Experience:

  • At least (5) years of experience in national public health programme management including at least three (3) years in immunization, with experience in the public and private sectors, preferably in the areas of:
  • Proposal development and grants management
  • Immunization program management
  • logistics management systems
  • Immunization Supply chain
  • Immunization equity assessments
  • Health systems strengthening
  • Assessing and measuring immunization supply chain performance
  • Experience interfacing with national ministries of health an advantage.
  • Technical Knowledge and Skills:  

Language:

  • Fluency in English (written and verbal) is required. Knowledge of another official UN language is an asset.
