Job Description


The Myanmar Thailand (MyTh) program involves all HI’s pillars (Armed Violence Reduction, Emergency and Development) and was created in 2016 with the merge of 2 already existing missions, setting up cross border initiatives to integrate the return of refugees from Thailand to Myanmar as part of its regional strategy.

In Thailand, HI currently implements activities in the camps of Burmese refugees on the Thailand/Myanmar border and in three thematic areas: Rehabilitation, Disability and Social Inclusion (DSI) including inclusive child development, implemented in 5 camps and Risk Education (RE), implemented in 9 camps.

HI in Myanmar covers its entire mandate from emergency to development and going through Armed Violence Reduction (Humanitarian Mine Action). HI is part of several consortia and coordination mechanism including Health, Protection and Disaster Risk Reduction Clusters. In addition, HI coordinates with the National Victim Assistance Technical Group, gathering national and international actors under the umbrella of the National Mine Risk Working Group (MRWG) chaired by the Ministry of Social Welfare, Relief and Resettlement (SWRR).

HI is willing to develop further Inclusive Education Interventions in Myanmar and had recent opportunities to support other actors in making their Education in Emergencies intervention more inclusive to children with disabilities amongst other excluded groups.

In this part, as Inclusive Education Specialist, you will have as a first priority to support different consortiums’ interventions while developing new Inclusive Education projects

The Inclusive Education Specialist is a new position as a key member of Myanmar Disability Inclusion Unit (DIU) within the wider Technical and MEAL Unit of the MyTh (Myanmar- Thailand) Program. The position is – at first - dedicated to Myanmar programme.


Under the direct responsibility of the Inclusion Technical Coordinator (managing the DIU) and inside the wider Technical and MEAL Unit, you will be responsible to conduct an assessment of the access to education in emergencies for children with disabilities in the IDP camps, technical support link with emergency and protracted settings as well as potentially in development settings for further opportunities in inclusive education. You will also provide inputs to the mission on providing technical support for ongoing inclusive education projects/programs led by other actors while trying to develop direct HI Inclusive Education interventions.

  • You will act as a Project Manager in the frame of a first consortium project where HI is only in charge of technical support related to Inclusive Education.
  • You will take the role of any specialist in the Technical Unit working on strategic development of your sector and ensure technical quality of all Inclusive Education related activities

In this part, your responsibilities will be:

  • Conduct assessment on the access to Education for children with disabilities in Rakhine State IDP camps and villages to improve understanding on barriers to education for children with disabilities and draw concrete recommendations to foster inclusion of children with disabilities in Education in Emergencies activities of EiE actors
  • Provide Technical support to HI teams and HI partners on Inclusive Education with a focus on emergency/chronic crisis and protracted crisis contexts
  • Development of further opportunities in Inclusive Education
  • Knowledge management and the strategic position of HI Myanmar on inclusive education (only be invested if the position is extended beyond 3 months)


  • You hold a master degree in Education or related with experience in Education
  • You have proven experiences in project management in the field of education (development and emergency & protracted crisis settings)
  • You have already worked with students with disabilities
  • You have experience in developing and implementing tools for screening students for visual and auditory disabilities, preferably in a developing country
  • You have a prior experience serving as an advisor/technical team member on a project in a developing country and you know how to work closely in partnership with ministry counterparts, international development agencies, non-governmental organizations, and other collaborators/stakeholders. You have excellent interpersonal & communication skills
  • Strong oral and written communications skills in English.
