Job Description

The National Democratic Institute for International Affairs (NDI) seeks an Indicator Database Analyst to join its Monitoring, Evaluation & Learning team and work as part of a small, DC-based program support unit for NDI worldwide. Under the guidance of the Monitoring, Reporting and Compliance Officer, the Indicator Database Analyst will support regional and field staff in 1) developing and implementing sound performance monitoring plans; 2) rolling out an indicator database; 3) building the capacity of program staff in M&E; 4) supporting the annual analysis and utilization of performance indicator data; and 5) supporting MEL projects. The position will liaise with other institutional units to ensure that programs meet USAID and other donor requirements for program monitoring, data quality and utilization, reporting and collaborative learning and adaption (CLA).


The key duties and responsibilities of the Indicator Database Analyst are as follows:

Support the development and implementation of sound performance monitoring plans at NDI, including:

  • Guiding and finalizing sound logical frameworks, performance monitoring plans (PMPs), SMART indicators and relevant M&E budgets at the program design phase
  • Finalizing performance and custom indicators at program start-up including creating Performance Indicator Reference Sheets (PIRS) and configuring an indicator database to input routine and custom indicators at program startup
  • Providing technical guidelines to DC and field staff in establishing and using an online indicator database, including guides for entry, retrieval and visualization of routine data

Support the roll out of an indicator database at NDI, including:

  • Troubleshooting database design, data management and data retrieval during the pilot phase
  • Operationalizing agreed-upon protocols for the data entry, management and retrieval of common performance indicators
  • Operationalize agreed-upon protocols for data quality assurance, analysis and visualization
  • Creating dashboards for an indicator database

Support the capacity of program staff in M&E, including designing and delivering training to program teams in DC and the field on:

  • Drafting SMART indicators and data collection protocols
  • Establishing and maintaining an indicator database
  • Visualizing and utilizing performance indicators for program reflection, analysis and decision-making (RAD) as well as for more effective reporting
  • Using new technologies for M&E

Support the annual analysis and utilization of performance indicator data, including:

  • Providing statistical support for quarterly, annual and other reporting requirements
  • Using the indicator database to retrieve and organize indicator data across regions and/or functional areas
  • Disaggregating and analyzing indicator data to explore trends

Support MEL evaluation and learning projects: Supporting quantitative analysis and visualization of data for MEL evaluation projects


  • Bachelor's degree in data science, research or related subject; graduate degree preferred. Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis
  • A minimum of three (3) years relevant work experience designing, establishing and/or managing indicator databases for domestic and/or international development programs
  • Experience contributing to sound monitoring and reporting strategies as part of the proposal development process for projects related to democracy, human rights, and governance
  • Experience in developing and operationalizing SMART indicators for challenging contexts
  • Experience in troubleshooting database systems in diverse and challenging environments
  • Experience with quantitative data analysis and visualization
  • Experience training program staff in performance monitoring and reporting, using databases
  • Experience with programs and/or initiatives relevant to NDI's work in citizen participation, women's political participation, youth, political parties, elections and/or legislative affairs a plus
  • Familiarity with donor M&E requirements, including USAID


  • Demonstrated knowledge and/or competency in program design, monitoring, reporting and evaluation
  • Intermediate to advance demonstrated knowledge using diverse databases (Access, Salesforce, etc), as well as performance indicator databases for program monitoring and reporting
  • Demonstrated understanding of how to operationalize performance indicator protocols for routine monitoring, analysis and reporting to donors
  • Demonstrated ability to support data auditing and data quality assurance policies and procedures in a large organization
  • Demonstrated ability to guide diverse stakeholders in the use of data management and retrieval systems (i.e., databases)
  • Demonstrated understanding of USAID M&E and CLA requirements a plus
  • Excellent quantitative analysis and data visualization skills
  • Demonstrated analytical abilities in descriptive and/or inferential statistics including use of statistical software (SPSS,STATA, etc)
  • Excellent interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, US and foreign government personnel, members of donor organizations, funders, and policy makers
  • Ability to guide, train and motivate staff in the use of new concepts, tools and processes
  • Ability to provide hands-on guidance and technical assistance
  • Excellent oral and written communication skills to effectively present information and respond to questions
  • Capacity to work both independently and as a member of a team
  • Smooth multi-tasking among multiple responsibilities
  • Working knowledge of PC-based and Google word processing and spreadsheet applications
  • Foreign language ability applicable to one of the regions where NDI works
  • Ability and willingness to travel to regional locations, which are often remote and difficult to reach
