The humanitarian crisis in Iraq is one of the largest and has seen the fastest rate of displacement since it began in 2014. Vulnerable populations in Iraq include both the new and long-term displaced, and returnees, as well as communities hosting the displaced. For those affected by the conflict, all aspects of life have been disrupted including access to health care, education, income opportunities and safety and security. The 2019 Humanitarian Response Plan anticipates that during 2019 as many as 6.7 million people will require some form of humanitarian assistance including 1.8 million internally displaced persons (IDPs), 11 million living in conflict-affected communities, and 4.7 million returnees.
The Emergency Livelihoods Cluster (ELC) strategy is to help conflict-affected people cope with the impact of the crisis, whilst providing asset replacement with business incubation activities to deliver long-term support to newly established businesses or businesses that have lost assets. Following this strategy, the most immediate objective of livelihoods partners in responding to the needs is to help replace lost assets, especially income-generating assets. The cluster partners target people in need, with a special focus on returnees depending on their specific situation and the local context.
To implement these activities and to avoid duplication, information management is a core component to address the needs of people. The Information Management Officer will create a system whereby relevant data (spatial/GIS, non-spatial tabular, statistical, etc.) can be brought into a structure that supports the efficient management of information on the livelihood needs and response, for informed decision making.
The incumbent will report to the Emergency Livelihood Cluster Coordinator.
DUTIES AND RESPONSIBILITIES
The Information Management Officer will perform the following tasks:
Create and manage cluster information management system:
- Provide IM services to the Emergency Livelihood Cluster/Sector for key decision making, including managing the IM Tool (4Ws). These services included data collection, cleaning, collation, analysis, dissemination processes relevant to the needs of the cluster, report writing, mapping, visualizations (charts and infographics) and story maps;
- Compile and consolidate sector datasets as per defined data protocols and deadlines and share with cluster partners;
- Develop tracking tools and track partners’ submission of 4Ws and other relevant data;
- Develop/improve products including designing/updating dashboards and writing situation reports;
- Support the sector coordinator, lead agencies and partners in preparing maps using standard software;
- Support ELC coordinator in information gathering and report writing for situational updates;
- Prepare the information required to feed donors’ requests and UNDP as the lead agency for livelihood reports.
Facilitate dissemination of information to stakeholders and partners:
- Together with the other relevant staff, develop and implement a dissemination strategy for all information products (e.g. reports, data, maps) through, for example, hard copy, standalone executable programmes, CD-ROMs and websites;
- Manage content of the ELC website and ensure that the content is up-to-date, comprehensive and follows relevant ELC standards;
- Update online data tracking sheets and online information sharing dashboards.
- Support cluster partners information management needs
- Support OCHA and UNHCR in preparing the information needed for their monthly and quarterly monitoring reports and any other emergency livelihood cluster related requests;
- Build the capacity of the cluster IM and partners on data submission, analysis, and visualization through in-person and on the job training;
- Promote the collection of baseline data and indicators by cluster partners;
- Support cluster partners with IM related tasks;
- Represent the livelihood sector in the IM working group meeting.
- Other necessary support to the cluster
- Support in admin related tasks like organizing and ensuring all administrative arrangements are confirmed for all meetings, including access to the compound and following on booking of venues;
- Perform other related tasks.

REQUIRED SKILLS AND EXPERIENCE
- Masters degree in computer science, information management, statistics, mathematics or a related field. Bachelors degree with additional 1 year of relevant experience will be accepted in lieu of masters.
- Minimum of 1 year of work experience for master’s degree holders and 2 years for bachelor’s degree holders in the area of information and data management;
- Experience with UN and NGO sector is an advantage;
- Strong database design and management skills;
- Good knowledge of GIS systems and support;
- Experience in the development and management of spatial/geographic data layers;
- Solid knowledge of MS Office software products is required (especially MS Access, MS Excel, MS power-point, MS Word);
- Web design and database programming/administration skills (e.g. familiarity with PHP, HTML, DRUPAL);
- Familiarity with software such as MySQL, ESRI ArcMap10.2;
- Publication development/production, especially drafting the text, design of graphic elements, and layout;
- Public speaking – able to make presentations in Arabic, Kurdish, English;
- Knowledge/familiarity with Google Earth, InDesign, Adobe Photoshop, and Illustrator.
- Fluency in English, Arabic and Kurdish is required.
