Under the supervision of the UNICEF LACRO Regional Chief of Advocacy and Communication, the consultant will assist in identifying the most effective ways for UNICEF El Salvador Country Office to support the UNICEF Guatemala Country Office in delivering on its communication and advocacy functions. The instruments resulting from this process will also serve for application in future functional reviews related to communication and advocacy in the organization.

Responsibilities:

  • Conduct regular briefings and operational conversations with the LACRO Advocacy and Communication Team.
  • Get familiar with relevant UNICEF trends, policies and tools relevant for this task.
  • Develop a detailed protocol and instruments for performing functional review of communication and advocacy functions in the UNICEF Guatemala Country Office and the UNICEF El Salvador Country Office, including a technical assessment of needs, gaps and skills in those functions in both country offices.
  • After approval of the protocol and instruments by the contract supervisor, implement the functional review andtechnical assessment, i.e. collect and analyze quantitative and qualitative data to draw insights and findings.
  • Based on the results of the technical assessment and functional review, coupled with the analysis of other relevant documentation, develop a set of options proposing the most effective ways for El Salvador CO to support Guatemala CO in terms of communication and advocacy functions.
  • Document the process, findings and recommendations in a detailed report. Submit and discuss the report withLACRO regional office Advocacy and Communication team. Make amendments if needed.
  • Support the design and preparation of a workshop with both country offices to validate the findings, prioritize the areas of support and agree on the operationalization.

Education:

Advance University Degree (Master) in International Relations, Political Science, Social Sciences, Communication or related fields such as International Development, Public Policy, Literature, Human Rights, Peace & Conflict Studies.

Work Experience:

  • At least 5 years of professional experience collecting and analyzing quantitative and qualitative data to draw findings and make recommendations.
  • Experience in management roles in an international organization.
  • Experience working in communication and advocacy in an international organization.

Skills:

  • Excellent analytical skills, with the ability to synthesize complex information and develop practical, actionable recommendations. Capacity to engage with various stakeholders within an organization.
  • Excellent written communication skills.

Languages:

 Fluency in English and Spanish is required.
