The consultant will work closely with the M&E/IM Specialist and Education Specialists in the Education Section to closely follow up, monitor and mobilize staff and third-party monitoring partners (TPMs) for quality assurance of all ongoing implementation through data base maintenance and visualization and in close coordination with the M&E/IM specialist.

Responsibilities:

  • Support the generation of Education Situation Report for 2025 and 2026.
  • Build capacity building of national officers both at country level and field offices as well as the Cluster for long term sustainability.
  • Develop and maintain ActivityInfo information management (IM) system for community-based education, teacher professional development and support, high performance tents, distribution of teacher and learning materials, construction and associated real-time monitoring PowerBI dashboards.
  • Develop and maintain ActivityInfo IM system for ad hoc/real-time monitoring of education situation in Afghanistan.
  • Manage critical dataflows of education programmes at national, sub-national and facility levels, including GIS data.
  • Provide technical support to Education Extender critical dataflows and supply provision dataflows
  • Provide technical support of information management for internal reporting using ActivityInfo and other appropriate information management systems.
  • Design an integrated programmatic information management system to enable real-time monitoring of education service delivery across modalities (e.g., CBE, literacy, youth and skills, TVET, etc.), aligned with AESSP indicators.
  • Develop interactive dashboards to track implementation progress, geographic coverage, and alignment with strategic goals, including marginalized groups' participation (e.g., girls, internally displaced people, children with disabilities).
  • Establish, in collaboration with grant managers and M&E/IM specialists, a programmatic accountability framework to monitor delivery across AESSP-supported interventions.
  • Provide technical guidance and coordination support to education partners on use of sector data for planning, adaptation, and reporting in line with AESSP goals.
  • Operationalize a programmatic data management system that supports decentralized data input, analysis, and feedback loops between zonal and national levels and develop work processes accordingly, i.e. regular coordination meetings to institutionalize data flows for the section or the sector needs.
  • Launch a PowerBI-based dashboard platform with real-time analytics on learner participation, learning environments, TLM distribution, and community engagement metrics.

Requirements:

  • An advanced university degree in Information technology, Computer science, Data science, Applied mathematics, public administration, or any other relevant studies.
  • A minimum of eight years of professional experience in.
  • Proven expertise in quantitative data extraction, processing, and analysis, including the use of relevant software for data visualization and reporting.
  • Strong command of Business Intelligence (BI) tools for end-to-end data workflows (ETL), validation, analysis, and visualization, with mandatory experience in Power BI, including developing automated dashboards.
  • Familiarity with advanced statistical analysis software such as SPSS, R, or Stata is an asset.
  • High proficiency in Microsoft Office applications, including Word, PowerPoint, Excel, and SharePoint.
  • Solid understanding of monitoring and evaluation (M&E) processes and experience using data collection platforms such as ActivityInfo (required) and Kobo.
  • Theoretical and practical experience in designing and managing relational databases, including writing queries and database coding.
  • Demonstrated experience in training and capacity-building on information management systems and data processes, ideally in development or humanitarian settings.
  • Strong analytical and problem-solving abilities with close attention to detail.
  • Excellent communication and interpersonal skills, with a proven ability to work effectively in diverse and multi-disciplinary teams.
  • Strong organizational and time management skills, with the ability to handle multiple priorities and meet tight deadlines.
  • Experience of supporting IM for grants funded by the World Bank, Asian Development Bank and/or EU, as well as various other funds is an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
