SHORT TERM INTERNATIONAL INDIVIDUAL CONSULTANCY FOR SUPPORTING THE PROVISION OF CHILD PROTECTION SERVICES TO REFUGEE CHILDREN BENEFITING FROM THE CONDITIONAL CASH TRANSFER FOR EDUCATION
I. DESCRIPTION of the ASSIGNMENT
For the purposes of this assignment the consultant will work under the guidance of the UNICEF Chief of Child Protection and s/he will primarily be responsible to:
Support the roll-out of the child protection component of the Conditional Cash Transfer for Education:
Support the establishment of benchmarks, performance indicators and other system indicators to assess/strengthen performance accountability, coherence and ensure the delivery of concrete and sustainable results.
Support the development of tools for standardized assessments, referral and data collection for the front line staff of implementing partners and outreach workers.
Conduct capacity assessment, planning and implementation of capacity building interventions for CSO partners and other national stakeholders.
Guide the conceptualization, development and delivery of capacity building interventions for front-line staff, including outreach workers to ensure that the provision of child protection services to vulnerable children and their families meets the necessary quality standards.
Conduct a service mapping exercise and support the development of referral pathways to assist partner organizations in providing cases management to vulnerable children and their families.
Identify any data or knowledge gaps that would require additional research to be undertaken and support the development of specialized applied research, policy papers and/or any other knowledge material/s essential to document the programme and/or disseminate accurate information on child protection.
Prepare assessment/monitoring and evaluation reports to identify gaps, strengths/weaknesses in programme and management and identify lessons learned.
Provide technical advice to Government, CSO partners, UN agencies and other national and international stakeholders on the programme and provide inputs into the formulation of policies and programmes.
Take part in relevant coordination mechanisms and ensure that child protection issues are adequately addressed.
