Job Description

ZOA is looking for an IWRM Specialist

With a focus on Sudan – Where water is scarce and rainfall highly variable, which directly affects the reliability of water for people, crops and livestock. Additionally, long-term climate patterns are expected to bring a long period of reduced rainfall in the coming 10-15 years, which will further decrease water availability. At the same time, population growth leads to an increase in demand for water. This means that it is essential to manage water resources carefully, to reduce vulnerability of water resources to drought, and to optimise the allocation of water among the different uses.
In order to address these issues, ZOA has been leading the implementation of a 50 million USD Integrated Water Resources Management (IWRM) programme since 2015. This programme is implemented by the Aqua4Sudan Partnership, which has seven INGO members. Day to day implementation of the programme is led by the Programme Coordination Unit (PCU), which provides technical support to partners, and leads the strategic development of the IWRM programme as it grows and moves towards a second phase.

Your challenge

ZOA is currently looking for an IWRM Specialist to strengthen and support the Sudan teams. You will be based in Apeldoorn, The Netherlands and report to the Head of the PCU in Sudan. Additionally, you will support other ZOA country programmes with specific IWRM questions.

Your main tasks and responsibilities

  • Providing technical expertise and engineering design support to ZOA and partners (together with the PCU technical staff);
  • Providing major input in programme formulation and monitoring as well as in the development and writing of additional and add-on proposals;
  • Maintaining networks on IWRM and related topics with donors, government and other stakeholders at (inter)national level;
  • Supporting partners and PCU technical staff in undertaking analysis and documentation of certain topics which then needs to inform and guide project implementation;
  • Support the IWRM knowledge development among partners and project staff, both the theoretical understanding and the practical application;
  • Support on writing of reports to donors
  • Lead/Support in the documentation of lessons learnt by developing technical papers;
  • Support PCU team members in Sudan on a variety of technical expertise areas, including water source infrastructures for agriculture, livestock, omestice use and hygiene and sanitation.

Your profile


  • Being a Christian adhering to the Christian identity of ZOA;
  • The candidate is expected to fully support the vision and mission of ZOA.


  • Minimum of three years’ experience with catchment-level IWRM programs in recovery or development settings in developing countries (experience in the Sahel is preferred);
  • MSc in hydrogeology, hydrology or irrigation engineering, with practical experience in designing and implementing (low-tech) engineering solutions;
  • Demonstrated affinity with the social, political, gender and conflict aspects of catchment-level IWRM;
  • Preferably experience with integrating Food Security and Livestock demands for water;
  • Fluent in reading and writing English. French is a preference.


  • Strong conceptual and writing skills;
  • High accuracy and attention to detail;
  • Software literate in (Q)GIS, ARC GIS, hydrological modelling (HEC-HMS, SWAT),water allocation (WEAP, RIBASIM, etc.), hydraulic modelling (HEC-RAS, LISFLOOD), scientific programming languages (R, Python, Matlab) and other relevant packages;
  • Strong interpersonal skills;
  • Excellent organizational and prioritization skills;
  • Advisory attitude;
  • Ability to work both independently and as part of a team
  • Ability to work in a multi-cultural and multi-religious setting.

Special conditions

  • At least 50% of time required for travel to ZOA programme locations in Sudan.
