Job Description

Terre des hommes is active in Afghanistan since 1995 carring out projects related to child protection, mother and child health, rural economic development. In 2016, more than 112,000 people benefited from Tdh activities through Child Protection, Mother Child Health, Livelihood and Juvenile Justice. Juvenile Justice Program Coordinator

Position Start Date: 15th of August 2018

Duration: Limited contract duration (CDM), 1-year renewable contract

Location: Kabul (Afghanistan) with frequent travel to Dushanbe (Tajikistan) and Islamabad (Pakistan)

Terre des hommes does not set closing dates for this position; recruitment is on-going until the position is filled

Contractual conditions:

Expatriate contract under Swiss labour code 3'800 CHF (3250 €) < > 4'700 CHF (4100 €)/ monthly gross salary according to experience x 13, Annual Leave: 25 days per year + R&R system including 5 days every 10 weeks + participation to the cost of travel up to a maximum of 1000 USD. Contract includes also local accommodation and transportation, health and repatriation insurance, return flight.

Main responsibilities:

As a representative of the Foundation, the Juvenile Justice Program Coordinator will be in charge of the intervention strategy, ensuring the smooth running of the project in the zone of assignment. In line with the Terre des hommes strategic plan and national operation lines, he/she will deliver results within defined timeframes. S/he will ensure the planning, execution, monitoring and financial management of the projects and related human resources.

Fonction details:

Program coordination, Representation and Project management (PCM and HR)

  • Implement projects within assignment including budgetary, M&E, strategical and donor follow-up aspects
  • Represent Tdh in relevant meetings
  • Coordinate with Project Managers on a regular basis, as well as with other departments
  • Support the Country Delegate in defining the strategy
  • Donor reporting as well as regular coordination with them
  • Ensure with the teams, regular coordination with all project stakeholders
  • Team management: ensure the daily management of the JJ team and evaluate project officer’s performance on a regular basis (Kabul and Tajikistan staff)
  • Multi country coordination (travels etc.)
  • Monitor and evaluate project activities in collaboration with the project teams
  • Assist the project management team with setting up and supplying the databases with information for the project, compile and analyze the data with project planning and tracking tools
  • Together with the project teams review data analysis to inform project's development and readjust activities when necessary
  • Participate in drawing up intervention strategies in the field of project monitoring and evaluation and implement them

Security and Safety Management

  • Ensure that country safety and security guidelines are dessiminated and complied with by project's team
  • Ensure regular follow-up of the security situation in the areas of intervention and support the updating of security and safety documents

Advocacy & awareness

  • Produces, jointly with project teams, awareness/advocacy documents and attends relevant meetings with stakeholders (governmental authorities)


  • Education: university degree in law, development studies or similar education
  • Working experience in Muslim countries and in similar positions: working experience in a complex political and security environment
  • Management and leadership experience
  • Strong knowledge in Project Cycle Management
  • Understanding and commitment to child rights and promoting their adoption in a contested and complex political and socio – religious working environment
  • Commitment to a results based approach to development and to the use of tools best suited to this approach
  • Fluent in oral and written English (C1), French is an asset

  • To commit to respect Tdh Risk Management Policies including: Child Protection Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Whistle Blowing Policy
  • To commit to ensure the best implementation possible of the Tdh Risk Management Policies in Afghanistan
  • To commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies
